University Moves Faculty and Staff to Cloud, Gains Benefits for the Educational Process

American University of Beirut was constrained by a legacy system that created difficulties for faculty and staff, many of whom were paying to store files on Dropbox. The school wanted a solution that would let it deliver services that met its high standards. It chose Office 365, in part because of the support it had received from Microsoft since introducing that product to students two years earlier. Now faculty and staff can access their files from anywhere, anytime, while collaborating and communicating with each other and students.
American University of Beirut was constrained by a legacy system that created difficulties for faculty and staff, many of whom were paying to store files on Dropbox. The school wanted a solution that would let it deliver services that met its high standards. It chose Office 365, in part because of the support it had received from Microsoft since introducing that product to students two years earlier. Now faculty and staff can access their files from anywhere, anytime, while collaborating and communicating with each other and students.
“We didn’t consider Office 365 straight off,” says Samih M. Ajrouch, Associate Director IT, American University of Beirut, explaining that they also considered Google apps. The deciding factor was the quality of support the school received when it rolled out Office 365 for students two years earlier. That earlier rollout and the two years of experience had also allowed the administration and Board of Trustees to see the benefits and security of the product.
Technical challenges
Once the decision was made, the IT team faced the challenge of seamlessly migrating all services to the cloud in a difficult technical environment. The school had a “huge, complicated infrastructure,” including Oracle systems, Linux servers, and Exchange 2007, explains Ismat El- Mourad, Windows Technology Specialist at American University of Beirut. Microsoft trusted partner Procomix, which has worked with the university for many years, was asked to assist with migrating faculty and staff. “It was definitely one of the most complex projects we’ve ever done,” says Oscar Abou Chaaya, CEO of Procomix.
The school also called on partner Comprehensive Computing Innovations to move data center services to the cloud. It took about 26 business days, explains Mohamad Karaki, CCI General Manager. “There was a well-defined plan with the customer and the Microsoft team,” he says, adding, “This engagement was new for both of us in this section of infrastructure and it was a very nice experience for all.”
Meticulous preparation paves the way
Knowing that a change of this size needed culture change within the university and would meet resistance from some users with fears or concerns not addressed beforehand, Ajrouch and his team created a meticulous plan for rollout, beginning with a little psychology.
The school ran a marketing campaign aimed at the students, who had already been using Office 365 for two years, telling them they could get Office 365 Pro Plus for free. “This was the kickoff for faculty and staff to start asking why the students had this and ‘we don’t,’” explains ElMourad.
The school then ran a pilot program, where twenty participants were carefully selected. “You always need to pilot with the most demanding people. You want to get their buy-in before the rollout,” explains Ajrouch, crediting the school’s CIO with that insight. Participants included an auditor, a Linux guru from the engineering department, and a doctor from the AUB medical center. “We tried to include those who might resist so they can see the benefits and give feedback,” says Ajrouch.
The pilot ran for two to three months and resulted in excellent feedback about possible migration problems.
Gradual rollout
Getting approval for the full rollout took time, with the main concern of the Board of Trustees being the decommissioning of all legacy systems, explains El-Mourad. But this also gave the IT team time to plan and prepare. “We decided to take it gradually. We had learned from moving the students,” says Ajrouch.
This allowed faculty and staff to get used to the change, and also made sense from a technical perspective. “Here in Lebanon the internet connection is challenging,” says El-Mourad. “We had to monitor the bandwidth so we didn’t have an internet bottleneck.” In all, 300 to 400 users were migrated each day. Each received an email ahead of time informing them of the date on which they would be moved and the features they would gain.
In addition, each day the help desk was notified which users would be migrated, this allowed the staff to be ready for questions. “We went for total transparency,” says Ajrouch, adding that they received very few complaints throughout the whole process.
Medical care benefits from the cloud
The question of security and confidentiality was the biggest factor in migrating the school’s internationally accredited medical center, one of the best in the region. In addition to the medical staff’s concerns, the center is subject to the US HIPAA regulation, which governs the privacy and security of health records and transactions. “An auditor went through the requirements and we had a conference call with a Microsoft person who answered all our questions,” explains El-Mourad.
The move to the cloud allowed doctors, who are also teachers, to access patient medical records and other data and information from anywhere, anytime. They now are able to spend less time on their computers and more time giving care to patients and educating students.
Moving the portal to the cloud
AUB’s web portal is a critical entry point, as it attracts a significant number of visitors from both within and without the university. Previously the site was built on SharePoint 2010 and hosted in the university’s data center. The IT team saw that moving the website to the cloud would result in notable time and cost gains. However, it was essential that the move be completed without downtime.
To accomplish this, they partnered with CCI and Microsoft to upgrade the portal to SharePoint 2016 Enterprise and migrate it to Windows Azure Infrastructure as a Service (Iaas), while moving the on-premises server farm to the cloud. The creation of the portal on Azure took two CCI engineers about a month to complete, with the whole process being made transparent to students, staff and visitors. Along the way, several difficulties were encountered and solved in coordination with the AUB technical team.
Because of the move, AUB can now effectively manage, secure, configure and maintain its portal with less expenditure of time and cost, enabling the school to be both more productive and more flexible.
Going green and saving money
Next steps include educating faculty and staff on how to use the apps. “We’ll do one or two apps at a time, for example OneNote for class,” says Ajrouch, adding that the ultimate goal is to “provide students, faculty and staff with the electronic tools so they will use less paper.”
The school anticipates that in three to five years, paper usage will have greatly reduced, saving costs — and trees.
OneDrive is also proving popular with users. Faculty have started moving files from local infrastructure to the cloud, explains El-Mourad. The move is also saving faculty money, as many had been paying for high-capacity Dropbox service.
Positive experience
Looking back and considering the situation at the beginning and the change for the better, the IT team know they chose the right solution.
“We really did our internal homework on assessing which product was best for the university, which product is best for our students and our faculty and staff,” says Ajrouch.
El-Mourad agrees. “We had big challenges here,” he says. “We had legacy services, we had a lot of problems, so Office 365 has really made our life much easier.”

US Intel Images Suggest Another N. Korean Missile Launch Site

New reviews of satellite images suggest North Korea may possess another missile launching site at a village once suspected of having nuclear facilities.
The images, analyzed by Strategic Sentinel, a firm that deals with geospatial image processing, intelligence analysis and geopolitical research, exposed a missile silo in mountainous Geumchang-ri, North Pyongan province, where the U.S. intelligence community said in the late 1990s there was a nuclear weapons site.
The silo, an underground chamber used for storing and firing missiles, seems analogous to the one at a missile base in Tabriz, Iran, with the same 7.4-meter-wide sliding cover and the same type of exhaust vents, the intelligence consultancy told VOA on Tuesday.
That U.S.-based group added that this rectangular-shaped structure appears large enough to house current North Korean missiles capable of carrying nuclear warheads that can strike neighboring countries, such as South Korea and Japan.
“If this Iranian site is housing missiles and the North Korean site that we have uncovered is the exact same dimension, then it’s quite possible that the site that we have uncovered is housing missiles as well,” said Ryan Barenklau, founder of Strategic Sentinel.
He also suggested a possible nuclear cooperation between the two countries.
Just north of the silo, three structures, which appear as check-out points and a below-ground access point, stood in a triangle formation, and a possible guard post also was within close proximity, the satellite images showed.
Barenklau said one thing to take note of is the great similarity between this clandestine facility and North Korea’s other established missile-launching sites in terms of the way structures are set up and the distance between check-out points and launch pads.
Unlike the conventional 55-meter-long launch vehicle processing buildings, the two check-out buildings at the suspected site, however, measure about 27 and 31 meters long, respectively, with a vacant lot in between them.
Asked about the difference in size of missile assembly buildings, Nathan Hunt, chief operations officer of Strategic Sentinel, said, “If this was some type of missile-related structure, (it) would not be for something large but for smaller missiles, possibly a Rodong or such.”
While other sites, such as the Sohae Satellite Launching Station and the Tonghae Satellite Launching ground, also known as Musudan-ri, accommodate “very large space launch [vehicles] or Taepodong-type missiles," he said.
Collected between 2010 and 2014, the satellite images also highlighted an unpaved, 6-meter-wide road, along which a number of cement crossings were installed.
Pointing out that construction of such infrastructure could cost several million dollars, the group insisted that the reclusive regime would only have built it “to support large vehicles to move heavy, military assets to the site.”
However, additional reviews of new satellite images need to be done in order to ascertain the exact purpose of the facility, Barenklau said.
The firm’s discovery of the suspected missile launching site came months after North Korea conducted two missile tests in October, which, according to the South Korean Joint Chief of Staff, were attempted near Panghyon Airport in Kusong City – located south of the suspected site. The exact location of the launch pad has yet to be discovered.
Despite global condemnation and increasing sanctions on North Korea, the reclusive regime remains steadfast in its determination to advance its nuclear and missile programs, conducting two nuclear tests and firing more than 20 ballistic missiles this year alone.

Mauritius-based Taylor Smith Group is a highly-diversified finance, manufacturing and services success. But to increase productivity further, the company has made an enterprise-wide commitment to a suite of Microsoft desktop, collaboration and cloud services. The result is the perfect platform for its next phase of growth.
More dynamic way of working
One of the most successful enterprises in its home country of Mauritius, Taylor Smith Group currently comprises 16 business units with close links to six other associated companies. With roots stretching back to 1865, the firm operates in several markets from marine services to finance. However, as head of IT, Denis Mourghen, notes, by 2014 its chance of building for even greater success was being hampered by outdated technology and obstacles to flexible working.
“We were suffering from a lack of anywhere, anytime access – our executives couldn’t access information out of the office without using VPN, which was difficult for them,” he states. “And as everything was on-premise, we were carrying the cost of dedicated hardware, including for backup and archiving. We wanted a change and to move to a more dynamic way of working, right across the group,” he adds. ”We also didn’t want to have to pay for the expertise in headcount terms to make a Domino upgrade worthwhile long-term.”
The original plan to achieve that dynamism was simply to replace the Taylor Smith in- house mail system, Lotus Domino. But looking deeper into the problem led to the decision to go beyond a simple rip-and- replace, and instead perform a step change and install a solid basis for a wholly digital way of working.
This decision led to a company-wide common mail, communication and collaboration framework for all employees based on Microsoft Office 365, combined with a back-end shift to cloud. Consequently, Taylor Smith is achieving two of the main benefits of digital transformation – improved internal operating efficiency and more empowered employees
“We are not yet a fully digitally-transformed company,” Mourghen says. “But what we have is absolutely the best platform for completing our digital transformation journey.”
Cloud wins the day
So how did Taylor Smith get so far so quickly? The project was very carefully scoped, with deep market engagement. Several top tier enterprise IT vendor solutions, like Google, were evaluated. “We wanted mail, but not in our infrastructure anymore, as we wanted to start taking advantage of the power of the cloud.” Although cloud was subject to debate internally before adoption, its potential to simplify the group’s IT provision and boost efficiency carried the argument.
So why did Office 365 win the day? “Microsoft stood out for a number of reasons,” admits Mourghen. “We really liked the functionality we could access beyond simple mail in the shape of great products like SharePoint and archiving, which we were sure we’d want to explore. We also really liked the pricing structure, with its options in subscription terms for differing payment and usage cycles suiting our changing needs. And the chance to go straight to cloud and stay there meant removal of a lot of costs straight up, like physical servers
Excitement about new possibilities
Taylor Smith Group decided to embark on this ambitious journey with the help of local IT services experts and trusted Microsoft implementation partner Cybernaptics. “We knew and trusted this team, and were very pleased with the responsiveness and professionalism it brought to this project, always going the extra mile to help us,” Mourghen recalls.
How has the picture at the company changed a year on? All Taylor Smith employees are reaping the benefits of full Office 365 usage, ranging from a huge leap in mailbox size from 50MB to 50GB, to finally getting anytime, anywhere mobile access to core data. Employee use of insecure document storage services like Dropbox has ended, as staff realize they now have a superior, company-supported solution.
That’s just the start, though – as expected, the company is starting to open up to the wealth of business productivity support available. “We are starting to see a lot of excitement from users about what they can do in terms of sharing and collaboration around SharePoint and OneDrive for Business,” he points out. The team has already started a dialogue with Microsoft on how PowerApps, a tool to help build apps that work on any device using a Microsoft Office-like experience, could help the business. “Users can see that they can save a lot of time by sending a quick IM sometimes instead of an email - and they really like that,” he adds.
Along with this, Mourghen and the small IT team report a general administrative uplift resulting from the move off Domino to Office 365. “We have standard desktops now which makes support so much easier,” he says. “We also have much better licensing and software arrangements, and we love the guaranteed high uptime our service level agreement gives us. Plus, we have a secure, stable platform, and, as promised, much greater data protection and security.”
The team is also very happy that the promise of cloud is starting to deliver. “Hardware and maintenance cost have been stripped out,” he confirms. “But what moving to cloud with a company like Microsoft really means is that I don’t need to worry anymore about keeping up with technology. Microsoft does that for me, continually offering innovations and features that we can exploit the moment we are ready to.”
Though convinced there is still a long way to go to fully leverage the power of his new infrastructure, for Mourghen the impact of what’s going on is clear. ”The board is fully behind this project, as they believe what we have here is a tool to help the business totally transform the way it works.”

Status of information provided by States parties on the implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto and related technical assistance

I. Introduction
1. The United Nations Convention against Transnational Organized Crime is one of the most widely ratified treaties and is approaching universal adherence. It offers States parties a framework for international cooperation in combating transnational organized crime and requires action by States parties to harmonize their legislation with Convention requirements. Article 34, paragraph 1, of the Convention requires each State party to take the necessary measures, including legislative and administrative measures, in accordance with fundamental principles of its domestic law, to ensure the implementation of its obligations under the Convention.
2. In accordance withArticle 32, paragraph 1, of the Convention establishes the Conference of the Parties to improve the capacity of States parties to combat transnational organized crime and to promote and review the implementation of the Convention. Article 32, paragraph 5, requires each State party to provide the Conference with information on its programmes, plans and practices, as well as legislative and administrative measures to implement the Convention, as required by the Conference.
3. The present paper has been prepared with a view to contributing to the deliberations of the Working Group on item 6 of the provisional agenda, entitled “Status of information provided by States parties on the implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto and related technical assistance”. The paper summarizes the reporting requirements contained in the Convention and the recent mandates given by the Conference of the Parties in that regard. It describes existing tools for the gathering and dissemination of information and discusses how that information can be utilized in providing technical assistance. Finally, the paper offers recommendations on ways to improve the gathering, dissemination and analysis of information and its further use in providing technical assistance.
II. Reporting requirements contained in the Organized Crime Convention
4. As mentioned above, article 32, paragraph 1, of the Convention, establishes the Conference of the Parties to improve the capacity of States parties to combat transnational organized crime and to promote and review the implementation of the Convention. Article 32, paragraph 3, requires the Conference to agree upon mechanisms for achieving those objectives, including reviewing periodically the implementation of the Convention and making recommendations to improve the Convention and its implementation. To that end, article 32, paragraph 4, requires the Conference to acquire the necessary knowledge of the measures taken by States parties in implementing the Convention and of the difficulties encountered by them in doing so through information provided by them and through such supplemental review mechanisms as may be established by the Conference. As mentioned above, article 32, paragraph 5, requires each State party to provide the Conference with information on its programmes, plans and practices, as well as legislative and administrative measures to implement the Convention, as required by the Conference.
5. It should be noted that Article 32 does not specify the frequency of the reporting and the articles to be reported on. However, an interpretative note of the Convention for article 32, paragraph 5, indicates that the Conference should take into account the need for some regularity in the provision of the information required. The same note indicates that the term “administrative measures” as used in article 32 is to be understood in a broad sense and to include information about the extent to which legislation, policies and other relevant measures have been implemented. From the first session of the Conference, in 2004, until the fourth session, in 2008, States parties were requested to fulfil the reporting requirements regularly. Further information on past information-gathering efforts under article 32, paragraph 5, of the Organized Crime Convention is provided in a conference room paper on the topic (CTOC/COP/WG.2/2014/CRP.1) and in a background paper on the status of responses by States parties and signatories on the implementation of the Organized Crime Convention and the Protocols thereto (CTOC/COP/WG.2/2016/2).

In its resolution 6/1, entitled “Ensuring effective implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto”, the Conference requested the United Nations Office on Drugs and Crime (UNODC) to promote and disseminate technical assistance tools and to continue facilitating the exchange of experiences and good practices among practitioners, including through the knowledge management portal known as Sharing Electronic Resources and Laws on Crime (SHERLOC) and an online digest newsletter. In its resolution 7/1, entitled “Strengthening the implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto”, the Conference decided that the working groups were to continue to analyse the implementation of the Convention and the Protocols thereto, making the best use of the information gathered through the comprehensive self-assessment software (“omnibus survey software”) and other tools that had been developed and compiled by the Secretariat, in full respect of the principle of multilingualism.
7. Furthermore, in its resolution 8/4, on the implementation of the provisions on technical assistance of the Convention, the Conference endorsed the recommendations adopted by the Working Group at its ninth meeting, held from 17 to 19 October 2016. The Working Group had recommended, inter alia, that each States party designate a focal point for the purpose of communicating with the Secretariat to facilitate implementation of paragraphs 4 and 5 of article 32 of the Convention and of the Protocols to the Convention, providing UNODC with the contact details of that focal point. The Working Group had also recommended that States consider making legislation public and accessible, preferably through the Internet, and that States that had repositories of legislation and case law provide links to those repositories to the Secretariat for inclusion in SHERLOC.
8. In response to the above resolutions, the Secretariat has developed tools for information-gathering, which are discussed in the following sections. The Secretariat utilizes the information provided in the delivery of legislative assistance, the development of technical assistance tools and, more recently, the preparation of educational material.
III. Knowledge management portal known as Sharing Electronic Resources and Laws on Crime
9. UNODC has developed SHERLOC to facilitate information-gathering and dissemination. The portal has six components: a case law database, a database of legislation, a bibliographic database, a directory of competent national authorities, a legislative guide for the implementation of the Convention and the Protocols thereto and a new database of strategies and treaties.
10. SHERLOC includes information on the articles of the Convention and the Protocols thereto, as well as 14 crime types, and can be searched using cross-cutting categories, which include international cooperation and crime prevention.
11. The SHERLOC case law database shows users how Member States are handling organized crime cases in their courts. It is searchable by country, Convention article, crime type and cross-cutting category, including international cooperation. The SHERLOC database of legislation is a repository of national criminal provisions. It too is searchable by country, Convention article, crime type and cross-cutting category, including international cooperation.
12. The SHERLOC directory of competent national authorities is divided into two parts. Part I contains information on central authorities designated under various treaty provisions to handle mutual legal assistance. Part II contains information on other competent authorities and executing authorities designated to receive, respond to and process requests pertaining to extradition, the transfer of sentenced persons, the prevention of transnational organized crime, the smuggling of migrants, trafficking in firearms and trafficking in cultural property.
13. The SHERLOC bibliographic database is an annotated bibliography providing summaries of relevant publications on various forms of organized crime. The legislative guide for the implementation of the United Nations Convention against Transnational Organized Crime is an electronic publication whose purpose is to assist States seeking to ratify or implement the Convention. The last component, the new SHERLOC database of strategies and treaties, shows the ratification status of the Convention and the Protocols thereto and contains different types of policy documents on their implementation. The new database is still under development.
14. SHERLOC contains more than 2,500 cases and more than 6,300 legislative provisions from more than 190 countries. With the exception of the directory of competent national authorities, all components of SHERLOC are accessible to the public.
15. The information in SHERLOC is obtained in a number of ways. First and foremost, the SHERLOC team receives legislation and case law directly from the Permanent Missions of Member States. Information is also received from various government ministries and criminal justice practitioners within Governments. Secondly, volunteers including law students and legal practitioners conduct research and send legislation and case law to the SHERLOC team within UNODC. Finally, the Office conducts research in the context of technical assistance activities. Information received from volunteers or gathered through the Office’s own research is subsequently verified with the relevant permanent missions before it is uploaded to SHERLOC.
16. Moreover, to ensure the quality and accuracy of the information, the Office regularly corresponds with permanent missions and issues notes verbales inviting States to verify, validate or update the information found on SHERLOC. Since the eighthsession of the Conference of the Parties, twosuch notes verbales have been issued.
17. In addition to sending such notes verbales, the Secretariat operates SHERLOC resource centres as information kiosks on the margins of intergovernmental meetings. Themost recent such meetings were the following:
(a) Sixtieth session of the Commission on Narcotic Drugs (Vienna, 13 to 17 March 2017);
(b) Expert Group to Conduct a Comprehensive Study on Cybercrime (Vienna, 10 to 13 April 2017);
(c) Meeting for the purpose of defining the specific procedures and rules for the functioning of the review mechanism for the United Nations Convention against Transnational Organized Crime and the Protocols thereto (Vienna, 24 to 26 April 2017);
(d) Fifth meeting of the Working Group on Firearms (Vienna, 8 to 10 May 2017);
(e) Twenty-sixth session of the Commission on Crime Prevention and Criminal Justice (Vienna, 22 to 26 May 2016).
IV. Relevant legislation, case law and designation of focal points for information-gathering received from States
18. Since the eighth session of the Conference, the Secretariat has received information for SHERLOC from the following 79 States (as at July 2017): Albania, Andorra, Argentina, Armenia, Australia, Austria, Azerbaijan, Bahrain, Belarus, Belgium, Bosnia and Herzegovina, Brazil, Bulgaria, Canada, Chile, Colombia, Côte d’Ivoire, Croatia, Czechia, Denmark, Dominican Republic, Fiji, Finland, Georgia, Germany, Greece, Guatemala, Honduras, Hungary, Indonesia, Israel, Italy, Jamaica, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lao People’s Democratic Republic, Latvia, Malta, Mauritius, Mexico, Mongolia, Montenegro, Myanmar, Nigeria, Norway, Oman, Panama, Paraguay, Peru, Philippines, Poland, Qatar, Republic of Moldova, Romania, Russian Federation, Saudi Arabia, Serbia, Singapore, Slovakia, South Africa, Spain, Sudan, Switzerland, Tajikistan, Thailand, the former Yugoslav Republic of Macedonia, Trinidad and Tobago, Turkey, Turkmenistan, Uganda, United Kingdom of Great Britain and Northern Ireland, United States of America, Uzbekistan, Venezuela (Bolivarian Republic of), Viet Nam, Yemen and State of Palestine. The information provided ranges from legislation to case law.
19. Given the growing volume of legislation and case law, it would be desirable to have the quality and accuracy of the information assured by a group of experts. The Conference, in its resolutions 7/1 and 8/4, called upon each State party to designate a focal point for the purpose of communicating with the Secretariat in compliance with article 32 of the Convention and to provide the Secretariat with the contact details of that focal point. As at July 2017, the Secretariat had received nominations from the following 10 States: Andorra, Armenia, Côte d’Ivoire, Estonia, Finland, Malta, Mexico, Portugal, Republic of Korea and United States.
V. Improvements to and survey results on the knowledge management portal
20. Global access and multilingualism are important goals for SHERLOC and, for that reason, the portal has been made available in the six official languages of the United Nations. Further efforts are needed to make legislation, case law, bibliographic data and strategies available in all six official languages, as the user data show that most users are still in English-speaking countries, including the United States, India and the United Kingdom. SHERLOC has been adapted for use on desktop and mobile devices.
21. During the first half of 2017, SHERLOC had approximately 205,000 visitors. More than 15,000 of them completed an online survey. Of that number, 2,481 indicated their area of work. Thirteen per cent of respondents worked in the governmental sector, 19.5 per cent in academia, 21.5 per cent in law enforcement agencies, prosecution services or the judiciary and 6.3 per cent had a legal background. Students represented 15.7 per cent.
22. The respondents indicated that they used SHERLOC mostly to consult legal provisions, obtain information on competent national authorities, support the domestic policymaking process, analyse case law and obtain information on countries’ compliance with the Organized Crime Convention and the Protocols thereto.
23. With respect to recent improvements made to SHERLOC, the Office has migrated to SHERLOC the directory of competent national authorities under the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 and the Organized Crime Convention.
24. The information on competent national authorities is continuously updated. Access is reserved for designated competent national authorities and is
password-protected. The 2017 issue of the directory will be published at the end of the year.
25. The directory includes channels for and information on informal cooperation in criminal matters and information on legislation, templates and guidelines, legal bases for extradition and mutual legal assistance and applicable bilateral or multilateral agreements or arrangements.
26. In order to assist Member States seeking to ratify, accede to or implement the Organized Crime Convention, the legislative guide for the implementation of the Convention was updated, has been published electronically in SHERLOC and is being translated from English into the other official languages of the United Nations.
27. The Office has expanded the bibliographic database to cover all crime types included in SHERLOC. The information is presented visually with the help of a map function and an interactive timeline view.
VI. Future plans for the knowledge management portal
28. The aim of SHERLOC is to be a one-stop shop for legal and practical resources to better prevent and combat crime and to implement the international drug control treaties. As an additional service to users, information on legislation implementing the international drug control treaties will be migrated to a separate database utilizing the SHERLOC infrastructure.
29. UNODC will commence the development of a simplified web-based tool for gathering comprehensive information on the implementation of the Organized Crime Convention and the Protocols thereto. The tool will be added to SHERLOC as another component. Focal points can be given accounts with password protection or, if required, a paper-based questionnaire in case of difficulties with Internet connectivity. In that way, States parties can easily and quickly input, update or verify national information on legislation and jurisprudence, appoint focal points for ease of communication with the Secretariat and provide analysis on key legal issues in their legislation and case law.
30. Should States find it useful, a function to request technical assistance could be added to the portal. The information available in SHERLOC could be used as a first step to carry out desk reviews or to assess legislative assistance needs in States requesting such assistance.
VII. Needs assessment tools
31. The Organized Crime Convention requires States parties to harmonize their legislation with the Convention requirements. Article 34, paragraph 1, of the Convention requires each State party to take the necessary measures, including legislative and administrative measures, in accordance with fundamental principles of its domestic law, to ensure the implementation of its obligations under this Convention.
32. Implementation of the United Nations Convention against Transnational Organized Crime: Needs Assessment Tools is to provide guidance to States parties in assessing the measures they could take to realize the full potential of the Organized Crime Convention. The publication is available in all official languages of the United Nations.
33. The needs assessment tools contained in the publication are to be used in the delivery of technical assistance, in particular in assessing the needs of States for technical assistance, with a focus on implementing legislation. At the domestic level, the tools can also enable experts, in particular policymakers and legislators, to assess the implementation of the Convention, which could include self-assessment. The tools consist of indicators and questions designed to identify gaps in existing legislation and its implementation, facilitate the formulation and development of technical assistance projects that adequately respond to the gaps and needs identified, and facilitate the development of performance indicators for evaluating progress in implementation.
VIII. Use of the gathered information for technical assistance
34. Under the Education for Justice initiative and within the framework of the Global Programme for the Implementation of the Doha Declaration on Integrating Crime Prevention and Criminal Justice into the Wider United Nations Agenda to Address Social and Economic Challenges and to Promote the Rule of Law at the National and International Levels, and Public Participation, the Office is currently developing educational material and activities designed for the primary, secondary and tertiary levels of education in the areas related to UNODC mandates, including organized crime, trafficking in persons, smuggling of migrants and trafficking in firearms and cybercrime. The materials and activities are for use by educators and are aimed at helping students better understand and address organized and serious crime in its many forms and manifestations.
35. For the tertiary level of education, the Office will develop concise, multidisciplinary and interactive syllabuses on organized crime training and a model course in stand-alone modular format. The material is to include a list of bibliographic resources that can also be made available in SHERLOC, as well as a website dedicated to Education for Justice. The primary target groups will be undergraduate students and students at higher vocational training institutes for practitioners in disciplines that include, but are not necessarily limited to, law, criminology, political science, psychology, sociology, anthropology, international relations and economics.
36. The teaching methodology will include interactive materials such as role play, case studies, quizzes and test questions, ideas for assignments, sample exercises, scenario-based games, and a list of relevant films and documentaries. The materials will include a discussion guide with a focus on key issues in the implementation of the Organized Crime Convention. The materials will draw upon legislation and jurisprudence on organized crime, as available in SHERLOC.
IX. Conclusions and possible recommendations
37. The Working Group may wish to recommend that the Conference remind States parties of their reporting requirements under article 32 of the Convention and request information on the implementation of the Organized Crime Convention and the Protocols thereto, to be made available in SHERLOC.
38. The Working Group may wish to recommend that the Conference reaffirm its request for each State party to designate a focal point for the purpose of communicating with the Secretariat in compliance with article 32 of the Convention and to provide the Secretariat with the contact details of the focal point.
39. The Working Group may wish to recommend that the Conference request States to provide financial support for the further development of SHERLOC, with a particular focus on making information available in all official languages of the United Nations.
40. The Working Group may wish to recommend that the Conference request the Office to develop analytical issue papers on selected key issues pertaining to the implementation of the Organized Crime Convention, based on the information gathered so far, and to request States parties to provide extrabudgetary resources for that purpose.
41. The Working Group may wish to recommend that the Conference encourage States to strengthen their efforts to support primary and secondary schools as well as tertiary training institutes to address topics relating to organized crime in an
age-appropriate manner, and, to that effect, utilize the training materials that are being developed under the Education for Justice initiative.
42. The Working Group may wish to recommend that the Conference request the Office to support States parties in the implementation of article 29 of the Organized Crime Convention, on training and technical assistance, through the development and dissemination of educational material and the delivery of training, including to educators, and to request States parties to provide extrabudgetary resources for that purpose.
43. Systematic information-gathering, analysis and dissemination enable the Conference to fulfil its mandate to improve the capacity of States parties to combat transnational organized crime and to promote the implementation of the Convention. Furthermore, they enable States parties to exchange information on successful practices for combating transnational organized crime. Systematic
information-gathering with adequate resources would also enable the Office to analyse the information with a particular focus on successful practices and the difficulties encountered by States in the implementation of the Convention. Finally, the information thus gathered and analysed can be utilized in the delivery of technical assistance, in particular the development and dissemination of educational materials, in the delivery of training and in the provision of legislative assistance.

11- وتوضح قاعدة بيانات السوابق القضائية في بوَّابة "شيرلوك" للمستخدمين كيف تتعامل الدول الأعضاء مع قضايا الجريمة المنظمة في محاكمها. ويمكن البحث في القاعدة باسم البلد، والمادة من الاتفاقية، ونوع الجريمة، والفئة الشاملة، بما في ذلك التعاون الدولي. وقاعدة بيانات بوَّابة "شيرلوك" الخاصة بالتشريعات هي مستودع للأحكام الجنائية الوطنية. وهي أيضاً قابلة للبحث باسم البلد، والمادة من الاتفاقية، ونوع الجريمة، والفئة الشاملة، بما في ذلك التعاون الدولي.

13- وقاعدة البيانات الببليوغرافية الخاصة ببوَّابة "شيرلوك" هي قاعدة بيانات مشروحة توفر ملخصات للمنشورات ذات الصلة بشأن مختلف أشكال الجريمة المنظمة. وقاعدة بيانات التشريعات لتنفيذ اتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الوطنية هي منشور إلكتروني يرنو إلى مساعدة الدول في سعيها نحو التصديق على الاتفاقية أو تنفيذها. ويعرض المكون الأخير، المتمثل في قاعدة بيانات بوَّابة "شيرلوك" الجديدة باسم استراتيجيات ومعاهدات حالة التصديق على الاتفاقية والبروتوكولات الملحقة بها ويضم أنواعاً مختلفة من وثائق السياسات بشأن تنفيذها. ولا تزال قاعدة البيانات الجديدة قيد التطوير.
14- وتحتوي بوَّابة "شيرلوك" على أكثر من 2500 قضية، وأكثر من 6300 حكم تشريعي من أكثر من 190 بلدًا. وباستثناء دليل السلطات الوطنية المختصة، فإن كل مكونات بوَّابة "شيرلوك" متاحة للجمهور.
15- ويمكن الحصول على المعلومات المتاحة على بوَّابة "شيرلوك" بعدد من السبل. أولاً وقبل كل شيء، يتلقى فريق شيرلوك التشريعات والسوابق القضائية مباشرة من البعثات الدائمة للدول الأعضاء. كما تتلقى بوَّابة "شيرلوك" أيضاً معلومات من مختلف الوزراء الحكوميين وممارسي العدالة الجنائية داخل الحكومات. ثانيا، يُجري متطوعون بمن فيهم طلبة القانون والممارسون القانونيون بحوثاً ويرسلون التشريعات والسوابق القضائية لفريق شيرلوك داخل مكتب الأمم المتحدة المعني بالمخدرات والجريمة. أخيرًا، يُجري المكتب بحوثاً في سياق أنشطة الدعم التقني. وتوثق المعلومات المتلقاة من المتطوعين أو المجمعة من خلال بحوث المكتب لاحقًا مع البعثات الدائمة ذات الصلة قبل رفعها على بوَّابة "شيرلوك".
16- علاوة على ذلك، لضمان جودة المعلومات ودقتها، يتواصل المكتب بشكل منتظم مع البعثات الدائمة ويصدر مذكرات شفوية تدعو الدول إلى تحقيق وتوثيق أو تحديث المعلومات الموجودة على بوَّابة "شيرلوك". ومنذ الدورة السابعة لمؤتمر الأطراف، صدر ست من هذه المذكرات الشفوية .
17- وبالإضافة إلى إرسال مثل هذه المذكرات الشفوية، تدير الأمانة مراكز موارد بوَّابة "شيرلوك" كأكشاك معلومات على هامش الاجتماعات الحكومية الدولية بوجه خاص:
(أ) مؤتمر الأمم المتحدة الثالث عشر لمنع الجريمة والعدالة الجنائية (الدوحة، 12 إلى 19 نيسان/ أبريل 2015)؛
(ب) الدورة الرابعة والعشرين للجنة منع الجريمة والعدالة الجنائية (فيينا، 18 إلى 22 أيار/ مايو 2015)؛
(ج) الاجتماع الثالث للفريق العامل المعني بالأسلحة النارية (فيينا، 9 حزيران/ يونيو 2015)؛
(د) الاجتماع الحكومي الدولي الأول المفتوح المشاركة المعني باستكشاف جميع الخيارات المتعلقة بوضع آلية مناسبة وفعَّالة لاستعراض تنفيذ اتفاقية الأمم المتحدة لمكافحة الجريمة المنظَّمة عبر الوطنية والبروتوكولات الملحقة بها (فيينا، 28 إلى 30 أيلول/ سبتمبر 2015)؛
(هـ) الاجتماع السادس للفريق العامل المعني بالتعاون الدولي (فيينا، 27 إلى 28 تشرين الأول/ أكتوبر 2015)؛
(و) الاجتماع السادس للفريق العامل المعني بالاتجار بالأشخاص (فيينا، 16 إلى 18 تشرين الثاني/ نوفمبر 2015)؛
(ز) الاجتماع الثالث للفريق العامل المعني بتهريب المهاجرين (فيينا، 18 إلى 20 تشرين الثاني/ نوفمبر 2015)؛
(ح) الاجتماع الرابع للفريق العامل المعني بالأسلحة النارية (فيينا، 18 إلى 19 أيار/ مايو 2016)؛

رابعاً: التشريعات والسوابق القضائية ذات الصلة، وتعيين جهات التنسيق المسؤولة عن جمع المعلومات المتلقاة من الدول
18- منذ الدورة الثامنة للمؤتمر، تلقت الأمانة معلومات لإضافتها إلى بوَّابة "شيرلوك" من الـ79 دولة التالية أسماؤها: الاتحاد الروسي، أذربيجان، الأرجنتين، الأردن، أرمينيا، إسبانيا، أستراليا، إسرائيل، ألبانيا، ألمانيا، أندورا، إندونيسيا، أوزبكستان، أوغندا، إيطاليا، باراغواي، البحرين، البرازيل، بلجيكا، بلغاريا، بنما، البوسنة والهرسك، بولندا، بيرو، بيلاروسيا، تايلاند، تركمانستان، تركيا، ترينيداد وتوباغو، تشيكيا، جامايكا، الجبل الأسود، الجمهورية الدومينيكية، جمهورية لاو الديمقراطية الشعبية، جمهورية مولدوفا، جنوب أفريقيا، جورجيا، الدانمرك، كندا، شيلي، كولومبيا، كوت ديفوار، كرواتيا، ، فيجي، فنلندا، ، اليونان، غواتيمالا، هندوراس، المجر، كازاخستان، الكويت، قيرغيزستان، لاتفيا، مالطا، موريشيوس، المكسيك، منغوليا، ميانمار، النمسا، نيجريا، النرويج، عمان ، الفلبين، قطر، رومانيا، السعودية، صربيا، سنغافورة، سلوفاكيا، ، السودان، سويسرا، طاجيكستان، مقدونيا، المملكة المتحدة لبريطانيا العظمى وشمال أيرلندا، الولايات المتحدة الأمريكية، فنزويلا (جمهورية - البوليفارية)، فيتنام ، اليمن، ودولة فلسطين. وقدمت المعلومات طائفة ممتدة من التشريعات والسوابق القضائية.
19- وفي ضوء الحجم المتنامي للتشريعات والسوابق القضائية، من المستصوب أن يقوم فريق من الخبراء بضمان جودة المعلومات ودقتها. وناشد المؤتمر، في قراريه 7/1 و8/4، كل دولة طرف أن تعين جهة تنسيق بغرض التواصل مع الأمانة امتثالاً للمادة 32 من الاتفاقية وأن تقدم للأمانة العامة بيانات الاتصال الخاصة بجهات التنسيق. وبحلول تموز/ يوليو 2017، تلقت الأمانة ترشيحات من الدول العشر التالية: أندورا، أرمينيا، كوت ديفوار، إستونيا، فنلندا، مالطا، المكسيك، البرتغال، جمهورية كوريا، الولايات المتحدة الأمريكية.
خامساً: تحسينات على بوابة إدارة المعارف ونتائج الدراسة الاستقصائية الخاصة بها
20- النفاذ العالمي والتعددية اللغوية هدفان مهمان لبوَّابة "شيرلوك"، ولهذا السبب تقدم البوابة مادتها باللغات الرسمية الست للأمم المتحدة. وثمة حاجة إلى مزيد من الجهود لإتاحة التشريعات، والسوابق القضائية، والبيانات الببليوغرافية، والاستراتيجيات بكل اللغات الرسمية الست، حيث توضح بيانات المستخدم أن معظم المستخدمين لا يزالون في البلدان الناطقة بالإنجليزية، بما في ذلك الولايات المتحدة والهند والمملكة المتحدة. ويمكن استخدام بوَّابة "شيرلوك" على أجهزة الحاسب كما أن هناك نسخة لاستخدامات الهواتف الذكية.
21- خلال النصف الأول من عام 2017، اجتذبت بوَّابة "شيرلوك"205000 زائر تقريباً. وقد استكمل أكثر من 15000 منهم دراسة استقصائية عبر الإنترنت، وأشار 2481 منهم إلى مجال عمله. ويعمل 13 في المائة من المستجيبين في القطاع الحكومي، و19.5 في المائة في المجال الأكاديمي، و21.5 في المائة يعملون في هيئات إنفاذ القانون، ودوائر النيابة العامة، أو الهيئات القضائية، و6.3 من أصحاب الخلفية القانونية. ومثّل الطلبة 15.7 في المائة.
22- وأشار المستجيبون إلى أنهم استخدموا بوَّابة "شيرلوك"غالباً للاطلاع على أحكام قانونية، والحصول على معلومات بشأن السلطات الوطنية المختصة، ودعم عملية صنع السياسات المحلية، وتحليل السوابق القضائية، والحصول على معلومات بشأن امتثال البلدان لاتفاقية الجريمة المنظمة والبروتوكولات المحلقة بها.
23- وفيما يخص التحسينات الأخيرة التي أُدخلت على بوَّابة "شيرلوك"، نقل المكتب إلى شيرلوك دليلَ السلطات الوطنية المختصة بموجب اتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع بالمخدرات والمؤثرات العقلية لعام 1988، واتفاقية الجريمة المنظمة. وينقسم دليل السلطات الوطنية المختصة إلى جزأين. وترد في الجزء الأول معلومات عن السلطات المركزية المعيَّنة بمقتضى مختلف الأحكام التعاهدية لتناول المساعدة القانونية المتبادلة. وأمَّا الجزء الثاني فيحتوي على معلومات عن السلطات المختصَّة والسلطات المنفِّذة الأخرى المعيَّنة لتلقي الطلبات المتعلِّقة بتسليم المطلوبين،ونقل الأشخاص المحكوم عليهم،ومنع الجريمة المنظمة عبر الوطنية، وتهريب المهاجرين، والاتجار بالأسلحة النارية وتهريب الممتلكات الثقافية، والرد على هذه الطلبات ومعالجتها.
24- وتُحدَّث المعلومات بشأن السلطات الوطنية المختصة على نحو مستمر. والنفاذ إليها حصري على السلطات الوطنية المختصة المعينة وهي محميّة بكلمة سر. وسوف تُنشَر نسخة 2017 من الدليل بنهاية العام.
25- ويشمل الدليل معلومات وقنوات للتعاون غير الرسمي بشأن المسائل الجنائية ومعلومات عن التشريعات، والنماذج والمبادئ التوجيهية، والأسس القانونية لتسليم المطلوبين والدعم القانوني المتبادل، والاتفاقات أو الترتيبات السارية الثنائية أو متعددة الأطراف.
26- وبغية مساعدة الدول الأعضاء في سعيها للتصديق على اتفاقية الجريمة المنظمة أو الانضمام إليها أو تنفيذها، خضع الدليل التشريعي لتنفيذ الاتفاقية للتحديث، ونُشر إلكترونياً على بوَّابة "شيرلوك"، وتُرجم من الإنجليزية إلى اللغات الرسمية الأخرى للأمم المتحدة.
27- كما وسّع المكتب قاعدة البيانات الببليوغرافية لتغطي كل أنواع الجرائم الواردة على بوَّابة "شيرلوك". وأخيراً، أطلق المكتب قاعدة بيانات جديدة بشأن الاستراتيجيات والمعاهدات التي تكشف حالة التصديق على اتفاقية الجريمة المنظمة والبروتوكولات الملحقة بها، كما تشمل أنواعاً مختلفة من وثائق السياسات والاستراتيجيات الوطنية بشأن تنفيذ الاتفاقية. وتُعرض المعلومات عرضاً مرئياً، بمساعدة خاصية خرائطية وعرض زمني تفاعلي.
سادساً: الخطط المستقبلية لبوابة إدارة المعارف
28- يتمثل الهدف من بوَّابة "شيرلوك "أن تكون "مجمع خدمات" للموارد القانونية والعملية لمنع الجريمة ومكافحتها على نحو أفضل وتنفيذ المعاهدات الدولية لمراقبة المخدرات. وكخدمة إضافية للمستخدمين، ستُرحَّل المعلومات بشأن التشريعات المنفذة للمعاهدات الدولية لمراقبة المخدرات إلى قاعدة بيانات مستقلة باستخدام البنية التحتية لشيرلوك.
29- سيبدأ المكتب في استحداث أداة مبسطة على الشبكة لجمع معلومات شاملة بشأن تنفيذ اتفاقية الجريمة المنظمة والبروتوكولات الملحقة بها. وستُضاف الأداة إلى بوَّابة "شيرلوك" كمكون آخر. ويمكن منح جهات التنسيق حسابات ذات حماية بكلمة سر أو، إذا تطلب الأمر، استقصاءات ورقية في حالة تعذر الاتصال بالإنترنت. وبهذه الطريقة، تستطيع الدول الأطراف أن تُدخِل أو تحدِّث أو تتحقق بسهولة وسرعة من معلومات وطنية بشأن التشريعات والاجتهادات القضائية، وتعين جهات تنسيق لسهولة الاتصال مع الأمانة وتقدم تحليلا بشأن مسائل قانونية محورية في تشريعاتها وسوابقها القضائية.
30- وحين تجد الدولُ الأمرَ مفيداً، يمكن إضافة خاصية طلب مساعدة تقنية إلى البوابة. ويمكن استخدام المعلومات المتاحة على بوّابة "شيرلوك" كخطوة أولى للقيام باستعراضات مكتبية أو تقييم احتياجات المساعدة التقنية في الدول التي تطلب مثل هذه المساعدة.
سابعاً: أدوات تقييم الاحتياجات
31- تُـلزم اتفاقية الجريمة المنظمة من الدول الأطراف بمواءمة تشريعاتهم مع متطلبات الاتفاقية. وتطلب المادة 34، الفقرة 1، من الاتفاقية إلى كل دولة طرف أن تأخذ التدابير الضرورية، بما في ذلك التدابير التشريعية والإدارية، بالتماشي مع المبادئ الأساسية لقانونها الوطني، لضمان تنفيذ التزاماتها بموجب هذه الاتفاقية.
32- يهدف المنشور المعنون "تنفيذ اتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الوطنية: أدوات تقييم الاحتياجات" إلى توفير توجيه للدول الأطراف في تقييم التدابير التي يمكن أن تتخذها لتحقيق الاستفادة المثلى من اتفاقية الجريمة المنظمة. والمنشور متاح بكل اللغات الرسمية للأمم المتحدة.
33- والغرض من أدوات تقييم الاحتياجات الواردة في المنشور أن تستخدم في توصيل الدعم التقني، ولا سيما في تقييم احتياجات الدول من الدعم التقني، مع تركيز على تنفيذ التشريعات. وعلى المستوى المحلي، بوسع الأدوات أيضاً أن تمكن الخبراء، ولاسيما صناع السياسات والمشرعون، من تقييم تنفيذ الاتفاقية، التي يمكن أن تتضمن تقييماً ذاتياً. تتكون الأدوات من مؤشرات وأسئلة مصممة لتحديد الفجوات في التشريعات القائمة وتنفيذها، وتسهيل تشكيل واستحداث مشاريع دعم تقني تستجيب على نحو كاف للفجوات والاحتياجات المحددة، وتسهيل استحداث مؤشرات الأداء لتقييم مستوى التقدم في الأداء.
ثامناً: استخدام المعلومات المجمعة من أجل الدعم التقني
34- بموجب مبادرة التعليم من أجل العدالة وفي إطار البرنامج العالمي لتنفيذ إعلان الدوحة بشأن إدماج منع الجريمة والعدالة الجنائية في جدول أعمال الأمم المتحدة الأوسع من أجل التصدِّي للتحدِّيات الاجتماعية والاقتصادية وتعزيز سيادة القانون على الصعيدين الوطني والدولي ومشاركة الجمهور، يعد المكتب حالياً مادة تعليمية وأنشطة مصممة للمستوى الابتدائي والثانوي والجامعي من التعليم في المجالات المتصلة بولايات المكتب، بما في ذلك الجريمة المنظمة، والاتجار بالأشخاص، وتهريب المهاجرين، والاتجار بالأسلحة النارية والجريمة السيبرانية. والمواد والأنشطة التعليمية معدة ليستخدمها المربون وتهدف إلى مساعدة الطلبة ليفهموا على نحو أفضل الجرائم الخطيرة والمنظمة ويتصدوا لها في أشكالها وصورها الكثيرة.
35- وفيما يخص المستوى الجامعي من التعليم، سيطور المكتب مناهج دقيقة ومتعددة التخصصات وتفاعلية بشأن التدريب على الجريمة المنظمة ودورة نموذجية في شكل موحد قائم بمفرده. وتضم المادة قائمة بالمصادر الببليوغرافية التي يمكن إتاحتها على بوَّابة "شيرلوك"، وكذلك على موقع مخصص لمبادرة للتعليم من أجل العدالة. وستشمل المجموعات المستهدفة الأساسية الطلبة في مرحلة الدراسة الجامعية وطلبة معاهد التدريب المهني العليا للممارسين في مباحث تشمل القانون، وعلم الإجرام، والعلوم السياسية، وعلم النفس، وعلم الاجتماع، وعلم الأنثروبولوجي، والعلاقات الدولية، والاقتصاد، ، لكنها ليست بالضرورة مقتصرة على ذلك.

تاسعاً: نتائج وتوصيات محتملة
37- قد يَودُّ الفريق العامل أن يوصي بأن يُذكِّر المؤتمرُ الدولَ الأطراف بمتطلبات الإبلاغ بموجب المادة 32 من الاتفاقية وأن يطلب معلومات عن تنفيذ اتفاقية الجريمة المنظمة والبروتوكولات الملحقة بها، التي ستتاح على بوَّابة "شيرلوك".
38- وقد يَودُّ الفريق العامل أن يوصي بأن يعيد المؤتمر تأكيد طلبه إلى كل دولة طرف أن تعيِّن جهة تنسيق لغرض الاتصال بالأمانة امتثالاً للمادة 32 من الاتفاقية وتزويد الأمانة بتفاصيل الاتصال الخاصة بجهة التنسيق.
39- وقد يود الفريق العامل أن يوصي بأن يطلب المؤتمر إلى الدول تقديم الدعم المالي لمواصلة تطوير بوَّابة "شيرلوك"، مع التركيز بوجه خاص على إتاحة المعلومات بجميع اللغات الرسمية للأمم المتحدة.
40- وقد يَودُّ الفريق العامل أن يوصي بأن يطلب المؤتمرُ إلى المكتب إعدادَ ورقات تحليلية بشأن قضايا رئيسية مختارة تتعلق بتنفيذ اتفاقية الجريمة المنظمة، استناداً إلى المعلومات التي جُمعت حتى الآن، وأن يطلبَ إلى الدول الأطراف توفيرَ موارد من خارج الميزانية لهذا الغرض.
41- وقد يَودُّ الفريق العامل أن يوصي بأن يشجع المؤتمرُ الدولَ على تعزيز جهودها لدعم المدارس الابتدائية والثانوية وكذلك معاهد التدريب الجامعية لمعالجة المواضيع المتصلة بالجريمة المنظمة بطريقة مناسبة للعمر، والاستفادة، تحقيقاً لهذا الغرض، من المواد التدريبية التي يجري تطويرها في إطار مبادرة التعليم من أجل العدالة.
42- وقد يود الفريق العامل أن يوصي بأن يطلب المؤتمر إلى المكتب دعمَ الدول الأطراف في تنفيذ المادة 29 من اتفاقية الجريمة المنظمة، بشأن التدريب والمساعدة التقنية، من خلال وضع المواد التعليمية ونشرها وتقديم التدريب، حتى للمعلمين، وأن يطلب إلى الدول الأطراف توفيرَ موارد من خارج الميزانية لهذا الغرض.
