lierung von Klima- und Wasserhaushalt oder Dokumentation
unserer kulturhistorischen Entwicklung – Kulturlandschaften
erbringen für uns Menschen eine Vielzahl an ökologischen
und kulturellen Leistungen, bilden eine wesentliche Grundlage
menschlicher Identität und haben eine herausragende Bedeu
-
tung für die Erhaltung der biologischen Vielfalt.
Kulturlandschaften sind keine statischen Gebilde. Schon immer
haben wir Menschen die Landschaft für unsere Zwecke und
Bedürfnisse beeinflusst, gestaltet und verändert. Unsere
verschiedenartig strukturierten Kulturlandschaften mit ihrer
spezifischen regionaltypischen Eigenart und Dynamik sind
Ergebnis andauernder Prozesse, die von der gesellschaft
-
lichen Entwicklung geprägt wurden und werden.
Neu und kennzeichnend für unsere Zeit sind die starke Be
-
schleunigung und Überlagerung dieser Abläufe, die zu gravie
-
renden Transformationen unserer Kulturlandschaften führen.
Die Umgestaltung der Energieerzeugung, die aktuelle und
künftige Ausrichtung der Agrarpolitik, der demografische Wan
-
del, der Klimawandel – dies sind die wesentlichen Triebkräfte,
die unsere Kulturlandschaften optisch und strukturell enorm
verändern und weiter verändern werden. So führt die Energiewende
hin zur verstärkten Nutzung erneuerbarer Energien
wie Windkraft und Biomasse und zu einem Ausbau der
Energienetze, zu direkten Änderungen in der Landnutzung, zu
flächen- und linienhaften Eingriffen und damit zu einem
Wandel gewohnter Bilder und Prägungen unserer Landschaf
-
ten. Eine weitere aktuelle Herausforderung stellt der demo
-
grafische Wandel dar, da insbesondere in dünn besiedelten
ländlichen Räumen Grenzen der Tragfähigkeit des Netzes
von Einrichtungen der Daseinsvorsorge und der Infrastruktur
erreicht werden. Urbane und suburbane Räume sind bereits
heute Heimat der Mehrzahl der Bevölkerung, wobei die Gren
-
zen zum ländlichen Raum infolge der aktuellen Transforma
-
tionsprozesse und funktionellen Verflechtungen zunehmend
verschwimmen.
„Die Zukunft ist unvermeidlich. Wie also wollt ihr sie gestal
-
ten?“ (Max Frisch). Bezogen auf Kulturlandschaften heißt das:
Wie positionieren wir uns angesichts dieser Entwicklungs
-
trends zur Entwicklung und Gestaltung von Kulturlandschaft?
Welche Qualitäten und Bilder erwarten wir in Zukunft von
unseren Kulturlandschaften? Die vorliegende Broschüre – Ergebnis
eines gemeinsam vom Bundesamt für Naturschutz
und dem Bundesinstitut für Bau-, Stadt- und Raumforschung
des Bundesamtes für Bauwesen und Raumordnung geförderten
Projekts – will Akteure der Landschaftsplanung und der
Raumordnung anregen, über eigene Fachgrenzen hinaus in
einen gemeinsamen Dialog zu treten. Ich würde mich freuen,
wenn es beiden Einrichtungen gemeinsam gelänge, aufbau
-
end auf diesen Ergebnissen weitergehende Ansätze einer
nachhaltigen Kulturlandschaftsgestaltung zu entwickeln.

Cultural landscapes convey cultural values in and with the landscape. They are designed
and shaped by people and change constantly. The decision to greatly expand the renewable
energy market also has consequences for the landscape character- many decentralized
power plants emerge, new power lines are built, more and more space is required for the
production of energy crops and leads to a uniform monotonous landscape character: The
requirements for land do change and also compete with each other. At the same time smallscale
processes of reduction and growth are happening within (sub-) urban landscapes in a
patchwork style.
Compared to landscapes in which more and more technology shapes the landscape
character, the longing for traditional cultural landscapes is as strong as ever: They act as
anchors of deep-rooted values and convey home and identity, a sense of place and a
diversity of places. They represent a treasured cultural heritage. This is why most people
appreciate "beautiful“ landscapes as recreational areas. They are looking for these both in
towns and cities and also just outside their gates.
When aiming to manage transformation processes sustainably and taking landscape into
account, spatial and landscape planning should take on a coordinating role. "Secure
resources - shape cultural landscapes" is a spatial planning vision and guide for the German
government and its federal states. It extends the approach of conserving landscapes to that
of shaping them as well, applying this to all types of areas and land uses. As a mission
statement it defines the main idea and the resulting principles. It does not propose the
specific instruments nor mechanisms to implement this vision. The protection of open space
and urban landscapes also features in the German National Biodiversity Strategy.
