Kore'de medeniyet ve insanlığın selâmeti için kahramanca dövüşen erlerimizin ve subaylarımızın mektuplarına doksan kuruş pul yapıştırılıyor. Ayda beş dolâr alan mehmetçiğin yurttaki ailesine anasına ve babasına akraba ve arkadaşlarına uçakla göndermek mecburiyetinde olduğu mektuplara aldıkları bu harçlık ancak karşılıyor. Harçlıklarını mektup pullarına sarfediyorlar. Dünya sulhu medeniyet ve insanlığın saadeti Türkiye'mizin şeref ve selâmeti için kanlarını dökmekte olan bu en fedakâr zümrenin Kore'deki mehmetçiğin demokrat Hükümetimizden bir tek dilekleri vardır. O da mektuplarının yurt içinde olduğu gibi parasız veya hiç olmazsa çok az bir ücretle göndermeleri ricasıdır.
Hayatını her an feda etmekte olan ve şu dakikalarda dahi kanlarını dökmekte bulunan kahraman Türk askerinin Kore'deki mehmetçiğin bu çok haklı ricasını yerine getirmek Hükümetimizin ilgili makamlarla temasa gelerek Türkiyemizi memnun edecek bu çok basit ve küçük fakat mânası pek büyük olan muamelenin süratle halli hususunda Millî Savunma ve Ulaştırma Bakanlarımız ne düşünmektedir?

I kindly request from Ministry of National Defence and Ministry of Transportation to provide written answers to my inquiries below.

Our privates and officers in Korea, fighting heroically for the welfare of civilizations and humanity, are asked for stamps worth 90 kurus for their letters. Their allowance of 5 dollars per month barely covers these letters for their mothers, fathers, families, relatives and friends in the homeland, as they must use airmail. They spend their allowances mostly on postage stamps. Our soldiers in Korea, fighting for the world peace, for the well-being of civilizations and humanity and for the honour and welfare of our country, have only one wish from our democrat government. They wish and kindly request that they send their letters for free, like they send within Turkey, or at least for a small fee.
Fulfilling this entirely rightful request of the heroic Turkish soldiers in Korea, who are ready to sacrifice their life and even perhaps spilling their bloods right now, by contacting the relevant parties will rejoice our Turkey. What do our Minister of National Defence and Minister of Transportation think about resolving this very simple and miniscule yet very meaningful request swiftly?

Posta Teşkilâtı tarafından sağlanmakta ve posta ücretleri Amerikan posta tarifesine göre
istifa edilmektedir.
Birleşik Amerika tarifelerine göre 1 ons (28 gram) ağırlığındaki âdi «deniz yolundan
gönderilen» mektuplar 5 sent (14 kuruş), 1/2
ons (14 gram) ağırlığındaki uçak mektupları
da 15 sent (42 kuruş) posta ücretine tâbidir.

tasdik edilmiş olan Dünya Posta Sözleşmesinde

erler de dâhil olmak üzere Kore Savaş Birliğimiz

Kore posta merkezlerine tevdi edilen mektup
ve sairenin ücretleri Amerika'nın milletlerarası
münasebetlerdeki tarifelerine tâbi bulunmaktadır.

gönderilen 100 grama kadar ağırlıktaki âdi

Letters sent without using these channels are subject to a charge.

I respectfully submit for your information in answer to the written question of Mehmet Özbey, the Member of Parliament for Burdur, our opinion regarding privates and military officers in Korea sending their letters free of charge or for a small charge, is attached.

1. Mail sent from Korea to our country:
Postal services for our armed forces in Korea are provided by the US Military Postal Service and postage fees are charged as per the US postal tariff.
According to the US postal tariff, basic letters (sent by sea) up to 1 ounce (28 grams) are subject to a charge of 5 Cents (14 Kurus), air mails up to 1/2 ounce (14 grams) are subject to a charge of 15 cents (42 Kurus).
According to the Universal Postal Convention, ratified by the Act, no 5449, dated 02/12/1949, there is no exemption from postage charges for the mail items of armed forces on active duty outside their homeland. Because of this fact, if members of our troops in Korea, including privates, want to send letters, etc. through the US military post offices or Korean post offices, they will be subject to International postal charges of the USA.
However, if basic letters and cards up to 100 grams, sent by the members of our Armed Forces in Korea -including Privates and Corporals - to our homeland, are collected by the Brigade Command and, just like the official communication of documents of the brigade, put in closed envelopes or bags and delivered to the Ministry of National Defence, and afterwards, if they are assigned to one of our post offices then we can make them subject to Article 22, subsection A of the Postal Act, numbered 5584, and accept and deliver them free of charge.
2. Mail sent from our country to Korea:
According to the agreement between the US Military authorities, the General Staff of Turkey and the General Directorate of P.T.T. of Turkey, letters sent to privates and corporals of our troops in Korea by their family and relatives will be accepted free of charge at post offices as long as they are basic letters up to 100 grams and they show that they should be delivered via Postmaster, San Francisco in their addresses. These letters will be transferred to the General Staff from the Post Office. The General Staff shall put these letters into collection envelopes and pay their postage fees and send them to the Turkish Brigade in Korea.
Since mail items sent by those other than family and relatives are subject to full charges according to the Postal Act, basic letters up to 20 gram, sent by sea, will be accepted and delivered for 20 kurus, in accordance with our international postal charges.
Letters sent by air mail will be subject to extra charges, in addition to this 20 Kurus charge, based on their weight and the distance they are carried. Therefore, as long as letters are sent via Postmaster, San Francisco, basic air mail up to 10 grams will be delivered for 60 Kurus (20 Kurus charge for basic letters + 40 Kurus extra charge) and letters sent to Tokyo will be delivered for 80 Kurus (20 Kurus charge for basic letters + 60 Kurus extra charge).
If letters are over 10 grams, for each 10 grams, the extra air mail charge shown above will be supplemented.
In this regard, basic letters sent to our privates and corporals in our Brigade in the Korean War from their families and relatives are accepted free of charge by our post offices and delivered to Korea.
Letters sent by privates and corporals in our Brigade in Korea will be delivered free of charge as long as they are transported to our homeland via Brigade Command in Korea and the Ministry of National Defence, as explained above in the first subsection.

Source text - English In the deepest part of the forest, Norman is planting a garden. He and his friend, Milly the Mole, plan to grow fruit and vegetables for all their forest friends again this year. Then one day a butterfly appears, and dazzles the gnome with her beauty. Soon he’s filling his garden with delicate flowers to please the butterfly.
When a summer storm sweeps through the forest, will Norman’s fragile new garden survive? And what about his friendship with loyal Milly?
Norman the Gnome’s garden was hidden deep in the forest. It was tucked behind the valley and the thickets of spruce and birch trees.
The garden was tidy and attractive. It was clear that Norman was a gifted gardener who tended his plants with care. Elephantine ferns sheltered his seeds and seedlings. A large stone stored sunshine from the day, to warm the plants on nippy nights.
All sorts of fruit and vegetables grew in the gnome’s garden. It had blueberries, lingonberries, clover, mushrooms, and more. When the fruit and vegetables were ready, a forest mole helped Norman pick them. Milly the Mole was always willing to help Norman when she wasn’t busy with her own work.
Norman and Milly loved working in the garden together.

Peki ama acaba cüce düşünmüş müydü ormandan bir yaz fırtınası estiğinde bu narin ve hassas çiçeklerine ne olacağını? Sadık arkadaşı Milly ile olan dostluğuna ne olacaktı acaba?
Cüce Norman’ın bahçesi ormanın en derin köşelerinden birine gizlenmişti. Bir vadinin arkasından kıvrılmış ve aralıksız dizilmiş çam ve huş ağaçlarının arkasına gizlenmişti.
Bahçe çok güzel ve düzenliydi. Norman’ın bitkilerine özen gösteren yetenekli bir bahçıvan olduğu ortadaydı. Norman bahçesine tohum ve fidelerini korumak için koskocaman eğrelti otları dikmişti. Ayrıca soğuk gecelerde bitkileri üşümesin diye sabah güneş ışığını depolayıp gece bitkilerini ısıtacak büsbüyük bir taş da yerleştirmişti.
Cücenin bahçesinde her türlü meyve ve sebze yetişmekteydi. Bahçede mavi yaban mersinleri, kırmızı yaban mersinleri, yoncalar, mantarlar ve daha neler neler bulunmaktaydı… Meyveler ve sebzeler olgunlaşınca, toplamaya bir orman köstebeği onları yardım ederdi. Köstebek Milly kendi işi olmadığı sürece Norman’a yardım etmekten hep zevk alırdı.
Norman ve Milly birlikte bahçede çalışmaya bayılırlardı.

“That’s fine with me,” the gnome agreed. “As long as you’re still here too.”
Milly grinned at him. “I’m not going anywhere.”
Norman started to rip out the dead flowers. As he worked, he spotted Milly’s secret—the garden full of useful fruit and vegetable plants!
Norman put a hand over his heart. “You are the wisest, most hard-working mole that I know!”
Translation - Turkish Milly hemen cevap veremeyecek kadar bitkindi. Kelebek kanatlarını çırparak uçup, uzaklaştıktan sonra, Norman’ın battaniyesine sarılıp, yün çoraplarını giydikten sonra konuşmaya başladı.
“Önemli olan şey fırtınanın dinmiş olması. Çiçekleri belki ayakta kalmadı ama çiçekler haricindeki her şey düzeltilebilir.” dedi Molly. “Norman, seni affediyorum. Ancak gelecek yaz narin çiçekler ekmeyelim lütfen. Bizim yiyeceğe ve dayanıklı bitkilere ihtiyacımız var.”
“Benim için sorun yok” dedi cüce ve ekledi: “Sen de burada ol yeter.”
Milly cüceye gülümsedi ve dedi ki “Ben hiçbir yere gitmiyorum.”
Norman ölmüş bitkileri köklerinden çıkarıp atmaya başladı. Çalışırken Molly’nin sırrını da fark etti— bahçe birçok yararlı meyve ve sebzelerle donatılmıştı!
Norman Molly’e dönüp elini kalbine koyarak yemin etti: “Sen tanıdığım en bilge ve çalışkan köstebeksin!”.
