Η συμμετοχή του κοινού στη σχεδιαστική πρακτική έρχεται να καλύψει το μεγάλο κενό που δημιουργήθηκε στις κοινωνικές λειτουργίες της μοντέρνας πόλης. Ο χειρισμός του ανθρώπινου παράγοντα ως αντικείμενο, οι «μαθηματικές» επιλύσεις προβλημάτων που είχαν να κάνουν με την ανθρώπινη δράση και παρουσία στην πόλη και η μετατροπή της «μηχανής» από εργαλείο σε αυτοσκοπό, είχαν ως αποτέλεσμα τη ρηξικέλευθη αυτή αλλαγή στην εξέλιξη των αστικών διαδικασιών και κατ’ επέκταση και του αστικού τοπίου.
Η συμμετοχική προσέγγιση στηρίζεται στην παραδοχή ότι οι πολίτες είναι σε θέση να αποφασίζουν για ζητήματα που αφορούν το περιβάλλον τους, ακόμα και αν δε διαθέτουν συστηματική εκπαίδευση ή επαγγελματική εμπειρία σε ανάλογα ζητήματα. Το γεγονός της καθημερινής τους εμπειρίας με το περιβάλλον τους, τους καθιστά περισσότερο ειδικούς και καταρτισμένους ακόμα και από τους επαγγελματίες (αρχιτέκτονες, πολεοδόμοι κ.ά.), που ως τότε αποφάσιζαν ερήμην τους. Έτσι, η λειτουργία της πόλης είναι συνολική και βέβαια αποτελεί μια κοινωνικά προσανατολισμένη δραστηριότητα και όχι μια ουδέτερη κάλυψη αντικειμενικών αναγκών (Σπυριδωνίδης, 1993). Φυσικό είναι βέβαια, ο βαθμός και η μορφή συμμετοχής να μεταβάλλεται ανάλογα με τις οικονομικές, πολιτικές και κοινωνικές σταθερές της κάθε εποχής. Έτσι, ενώ ως ρεύμα εμφανίστηκε στη δεκαετία του ’70, συνεχίζει να απασχολεί και να αποτελεί πεδίο έρευνας και εφαρμογών ως και τις μέρες μας.
Η σχεδιαστική διαδικασία ρυθμίζεται από έξι βασικές αρχές, οι οποίες εφαρμόζονται σε όλα τα παραδείγματα συμμετοχικού σχεδιασμού με μεγαλύτερη ή μικρότερη συνέπεια. Οι αρχές αυτές είναι οι εξής (Σπυριδωνίδης, 1993):
• Κάθε σχεδιαστικό πρόβλημα επιδέχεται έναν μεγάλο αριθμό λύσεων, από τις οποίες όμως δεν είναι δυνατόν να οριστεί η αντικειμενικά βέλτιστη.
• Κάθε βήμα της σχεδιαστικής διαδικασίας, όπως και κάθε είδους απόφαση σχετικά με επιλογές κριτηρίων, εναλλακτικών δυνατοτήτων και χειρισμών, θα πρέπει να εξωτερικεύεται, έτσι ώστε να προσφέρεται για συζήτηση μεταξύ των ενδιαφερομένων φορέων. Η διαδικαστική διαφάνεια και έλεγχος στο επίπεδο των φορέων είναι η ειδοποιός διαφορά από τις συστηματικές προσεγγίσεις, οι οποίες μιλούν για εκ των άνω έλεγχο των διαδικασιών.
• Ο σχεδιασμός γίνεται μια συνεχής διαδικασία επιχειρηματολόγησης αποφάσεων, το κύρος των οποίων δεν απορρέει από την αντικειμενικότητά τους ή κάποια επιστημονική συνέπεια, αλλά από την ευρύτητα της κοινωνικής τους αποδοχής.
• Η εγκατάλειψη ενός συνολικού μοντέλου για το χώρο, που προώθησαν οι συστηματικές προσεγγίσεις, συνοδεύεται από την εγκατάλειψη ενός αναλυτικού μοντέλου και για τη σχεδιαστική διαδικασία, τα σχήματα της οποίας είναι πιο ρευστά, αφού και όσον αφορά στις σχεδιαστικές προτάσεις δεν υπάρχει λευκό – μαύρο, σωστό – λάθος.
• Η σχεδιαστική διαδικασία επιδέχεται συνεχείς παλινδρομήσεις, αναθεωρήσεις και επαναπροσδιορισμούς και δε θεωρείται ότι ολοκληρώνεται οριστικά με τη σχεδιαστική πρόταση. Η επέκταση των σχεδιαστικών αποφάσεων μέσα στην κατασκευαστική διαδικασία αποτελεί ένα ενδιαφέρον νέο στοιχείο. Έτσι, οι «ασκήσεις επί χάρτου» και το γραμμικό σχέδιο αντικαθιστώνται από συστήματα μεταβλητών και τρισδιάστατες προσομοιώσεις του χώρου – χρόνου.
• Η σχεδιαστική διαδικασία θα πρέπει να διαρθρώνεται με τέτοιο τρόπο, ώστε να εξασφαλίζεται η απλότητα και η ευκολία εφαρμογής της. Η συμμετοχή των πολιτών στις διαδικασίες και τις αποφάσεις απαιτεί απλοποιημένα σχήματα διαδικασίας, ευέλικτα ως προς τις παλινδρομήσεις και σαφή ως προς τα περιεχόμενα των διαφόρων βημάτων τους.
Βέβαια, θα πρέπει να ειπωθεί ότι, όταν η παραγωγή της μορφής του αστικού χώρου απορρέει από την ενεργό συμμετοχή του χρήστη, η μορφή αυτή ενσωματώνεται στο περιβάλλον με τρόπο «οργανικό». Αυτή η «οργανικότητα» είναι ακόμα ένα στοιχείο που εξασφαλίζεται μέσω των συμμετοχικών διαδικασιών. Απαιτείται ωστόσο μια διαρκής προσαρμοστικότητα, η οποία συνεπάγεται συνεχείς αναδιαμορφώσεις και ελαστικότητα. Επίσης, η ένωση του κοινωνικού στοιχείου με τον «χώρο» οδήγησε στην εισαγωγή της έννοιας του «τόπου». Αποτελέσματα αυτών των χαρακτηριστικών είναι οι αλλαγές στη μορφολογική οργάνωση του αστικού τοπίου. Η κλίμακα έχει την τάση να μειώνεται, ενώ το ενδιαφέρον για ελεύθερο χώρο, στα πλαίσια του οποίου προωθείται ο αστικός σχεδιασμός, τονίζεται όλο και περισσότερο. Η λειτουργική διάρθρωση προσανατολίζεται σε μικρότερες, αυτοδύναμες ενότητες. Οι αποστάσεις των κτιρίων μικραίνουν, η πυκνότητα αυξάνει, η διαφοροποίηση των δικτύων πεζών και οχημάτων γίνεται λιγότερο αυστηρή (Σπυριδωνίδης, 1993).
Βέβαια, όταν κάποιος αναφέρεται σε συμμετοχικές διαδικασίες, θα πρέπει να λαμβάνει υπόψιν διαρκώς τις συνεχείς αλλαγές στα κοινωνικά, οικονομικά και πολιτικά δεδομένα κάθε περιοχής. Σήμερα π.χ., οι κατακτήσεις των κινημάτων διεκδίκησης ευρύτερων δημοκρατικών δικαιωμάτων, η διεύρυνση της πολυ-πολιτισμικότητας και της διαφορετικότητας αλλά και οι δημοσιονομικές συνθήκες (αλλαγές στα ασφαλιστικά συστήματα, ταξική κατανομή φόρων και παροχών κ.ά.) αλλάζουν το πρίσμα των διαπραγματεύσεων, κάτω από το οποίο θα προκύψει η «τελική» σύνθεση συμμετοχής.
Όπως θα γίνει κατανοητό και από τη συνέχεια, οι συμμετοχικές διαδικασίες θα διαδραματίσουν σημαντικό ρόλο στις αστικές αναπλάσεις και στα αντίστοιχα προτεινόμενα πολεοδομικά εργαλεία.
Translation - English 3.2.2 THE PARTICIPATORY APPROACH
Public participation in design practice comes to fill the big gap created in the social functions of the modern city. The approach of the human factor as an object, the ‘’mathematical’’ solving of problems related to human action and presence in the city and the conversion of ‘’the machine’’ from a tool to an end in itself, resulted in this groundbreaking change in the evolution of civil processes and by extension the urban landscape.
The participatory approach is based on the assumption that citizens are able to decide on environmental issues even if they do not have systematic training or professional experience on similar issues. The fact of their daily experience with their environment makes them more expert and trained even than professionals (architects, urban planners etc.) who until then decided in absentia. Thus, the operation of the city is comprehensive and of course it is a socially oriented activity and not a neutral coverage of objective things ( Spiridonidis, 1993 ). It is natural of course that the degree and form of participation varies according to the economic, political and social standards of each age. Therefore, while as a current it appeared in the 1970’s, it is still of interest and constitutes a field of research and applications up until today.
The design process is regulated by six basic principles, which apply to all examples of participatory design with greater or lesser consistency. These principles are as follows ( Spiridonidis, 1993 ) :
• Any design problem is susceptible to a large number of solutions, but it is not possible to define the objectively optimal one.
• Each step of the design process, as well as any decision about choice of criteria, alternative possibilities and handlings, should be externalized so that it is offered for discussion among stakeholders. Procedural transparency and control at the operators’ level is the distinguishing feature from systematic approaches, which refer to supervised control of the procedures.
• Planning is a continuous process of explaining the decisions, the validity of which does not derive from objectivity or any scientific consistency, but from the breadth of their social acceptance.
• The abandonment of an overall space model, promoted by systematic approaches, is accompanied by the abandonment of an analytical model for the design process as well, the shapes of which are more fluid, since in design proposals there is no black-white, wrong-right.
• The design process is subject to continuous regressions, revisions and redefinitions, and is not considered to be definitely finalized with the design proposal. Extending design decisions in the manufacturing process is an interesting new element. Thus, the ‘’paper exercises’’ and the linear design are replaced by systems of variable and three-dimensional space-time simulations.
• The design process should be structured in such a way as to ensure its simplicity and ease of application. The involvement of citizens in procedures and decisions requires simplified process patterns, flexible in their regressions and clear on the contents of their various steps.
Of course, it needs to be said that when the production of the form of urban space derives from the active involvement of the user, this form is incorporated into the environment in an ‘’organic’’ way. This is one more element that is ensured through participatory processes. However, there is a need for a lasting resilience, which involves constant remodeling and flexibility. Also, the union of the social element with ‘’the space’’ led to the introduction of the concept of ‘’place’’. The results of these features are changes in the morphological organization of the urban landscape. The scale tends to decline, while the interest in free space, in which urban planning is being promoted, is increasingly emphasized. The functional structure is oriented to smaller, self-contained modules. The distances of buildings are diminishing, the density is increasing, the differentiation of pedestrian and vehicle networks is becoming less strict ( Spiridonidis, 1993).
Of course, when someone refers to participatory processes, they should constantly take into account the continuous changes in the social, economic and political data of each region. Today, for example, the conquests of the movements demanding wider democratic rights, the widening of multiculturalism and diversity, as well as the fiscal conditions (changes in the insurance systems, the class division of taxes and benefits, etc.) change the perspective of the negotiations, under which the ‘’final’’ composition of the membership will emerge.
As will be understood later, participatory processes will play an important role in urban regeneration and the corresponding proposed urban planning tools.

Funding for programs can come from a variety of sources.
1. Foundations – There are many international foundations that provide grants for health programs in countries around the world. The grant process for obtaining grants is outlined below. Note that the process for obtaining grants is similar whether the donor is a foundation, corporation, or government. The specifics of each may vary but the association should be able to move through each stage of the grants process.
2. Corporate Partnerships – Private businesses and corporations contribute funds to non-profits, and PAs can leverage these contributions by specifically reaching out to companies within the industry or country in which they operate. Corporate support has changed in recent years and many corporations provide funding for programs in several ways, through:
• Corporate foundations that provide grants for specific programs
• Corporate social responsibility funds from the corporation's profits
• Corporate sponsorships of events or conferences
• Corporate partnerships to advance mutual objectives and utilize the corporation's expertise and employee engagement
3. Corporations might offer in-kind contributions of staff time, office space, equipment, or other donations
4. Current and former partners – These can be implementing organizations that will provide funding to the association for expertise and program assistance.
5. Government contracts and subcontracts – Many countries provide funding to local organizations for programs and technical expertise. Subcontracts can be made with international NGOs that have received a government grant; many seek local organization partners. They may require a Capability Statement from the association.
