Translation - English The discovery of functional dependencies in a dataset is an important task in the area of data mining. A variety of algorithms for detection of functional and approximate dependencies has been proposed and developed. The dependencies found are useful in knowledge discovery applications; they are successfully applied for request optimization in execution of different database operations.

Source text - Bulgarian 4. Задължение за публикуване на Типово предложение за взаимно свързване
4.1. Продължава действието на наложеното на „Българска телекомуникационна компания” АД задължение за изготвяне и публикуване на Типово предложение за взаимно свързване, като определя минималното му съдържание, както следва:
а) описание на услугите по взаимно свързване, условия и срокове за предоставянето им;
б) описание на точки за взаимно свързване - местоположение, брой, капацитет на свързване, начини за маршрутизация;
в) изисквания за управление, маршрутизиране, отчитане на трафика и прогнози за трафик;
г) процедури за планиране, откриване, промяна и закриване на точките за свързване;
д) стандарти, технически изисквания, интерфейси за взаимно свързване и протоколи за сигнализация;
е) изисквания за качество - стойности на параметри на качеството на услугите при взаимното свързване;
ж) изисквания за номериране, адресиране и за идентификация на линията на викащия;
з) услуги по съвместно разполагане и други форми на съвместно ползване, когато тяхното предоставяне от „Българска телекомуникационна компания” АД е необходимо за реализиране на взаимното свързване:
- информация за местата за съвместно разполагане и процедура за предоставяне на тази информация на заинтересованите лица;
- възможности за съвместно разполагане и други форми на съвместно ползване;
- условия за достъп до компютърни и софтуерни системи за поддръжка;
- характеристики и технически ограничения за съоръженията, които могат да бъдат съвместно разполагани;
- мерки за сигурност;
- условия за допускане на служители на конкурентни предприятия;
- стандарти за безопасност;
- правила за разпределяне на пространството, когато то е ограничено;
- условия за проверка от конкурентни предприятия на местата, в които е възможно физическо съвместно разполагане, или на местата, където съвместното разполагане е отказано поради липса на възможност;
и) срокове за отговор на заявките за предоставяне на всяка от услугите, процедури за отстраняване на повреди, процедури за възстановяване на услугата и нейното качество;
к) стандартни условия на договора, включително, когато е необходимо, обезщетения при неизпълнение на сроковете за предоставяне на услугите;
л) условия за преносимост на номерата;
м) цени и механизъм за калкулиране на цените за всяка от услугите - цените и ценовите условия са съобразно определените по т. 5;
н) друга относима информация, необходима за осъществяване на взаимното свързване.
Включването на други условия в Типовото предложение за взаимно свързване, различни от определеното минимално съдържание, не трябва да ограничава развитието на конкуренцията и да създава неравнопоставеност, както и да внася неяснота при регламентиране на изискванията за реализиране на взаимно свързване.
Translation - English 4. Obligation of publishing Type-proposal for interconnection
4.1. Maintain the obligation imposed on Bulgarian telecommunication company AD regarding the preparation and publishing of Type-proposal for interconnection defining its minimal contents as follows:
a) description of the interconnection services, conditions and time frames of their provision;
b) description of interconnection points - location, number, capacity of connection,ways of routing;
c) requirements for management, routing, accounting of the traffic and traffic forecasts;
d) procedures for planning, opening, changing and closing the connection points;
e) standars, technical requirements, interfaces of interconnection and protocol signalling;
f) quality requirements - values of the parametres determining the quality of interconnection services;
g) requirements for numbering, addressing and calling line identification;
h) facilities of collocation and other forms of sharing when their provision by Bulgarian communication company AD is necessary for the interconnection imlementation;
- information about the collocation places and procedure for transmission of this information to the interested parties;
- opportunities for collocation and other forms of facility sharing;
- terms of access to computer and software maintenance systems;
- characteristics and technical limitations of the facilities that may be collocated;
- measures for security;
- requirements for admission of staff from competitive undertakings;
- safety standards;
- rules for allocation of space when it is limited;
- terms of inspection, conducted by competitive undertakings, of likely places of physical collocation or places where collocation has been refused since it has been found impossible;
i) time frames for responding to the requests for provision of each of the services, troubleshooting procedures , procedures for restoration of the service and its quality;
j) stadard terms of contract, including , if necessary, compensations for non-compliance with the time limits of services provision;
k) terms of number portabilty;
l) prices and mechanisms for calculation of the cost of each service - the prices and pricing conditions comply with those defined in point 5;
m) other relevant information necessary for achieving intercoordination.
The additional terms included in the Type-proposal for intercoordination, different from the specified minimum contents, should not constitue restrictions on the development of competition or create unequality. On the contray, they should elucidate the regulation of requirements for interconnection.
