I Bronzi di Riace, giganti solitari nel museo semideserto
I capolavori non vengono all’Expo? E allora l'Espresso è andato a vederli a Reggio Calabria, al museo archeologico appena restaurato, ma parzialmente chiuso. Diario di un viaggio a caro prezzo

Diciannove ore di viaggio per venti minuti di bellezza assoluta. Milano-Reggio Calabria in giornata, per vedere i famosi Bronzi di Riace.
In aereo. Anzi, in quattro aerei. C’è tanta gente che ci pensa da una vita, ai Bronzi. Li ha sempre solo visti in televisione. Pareva che li portassero a Milano per l’Expo 2015. Poi c’è stato tutto quel tira e molla. Il ministero dei Beni culturali ha deciso che non possono viaggiare, troppo rischioso. E in fondo con Milano e il tema Expo, l’alimentazione nel mondo, c’entrano poco. Non vengono su loro? Andiamo giù noi, da turisti. E “l’Espresso” si è messo nei panni di un turista.
Per dirlo subito: è stata una sfacchinata.
Armarsi di buon umore e scarpe comode. Belli sono belli, i Bronzi. Emozionanti. Due eroi perfetti che la Calabria si è ritrovata in casa, prodigio della Grecia antica. Resti a bocca aperta davanti a quel metallo che sfavilla anche dopo duemilacinquecento anni. Lo splendore dei Bronzi è valso la fatica? Intanto raccontiamo com’è andata, ora per ora, da prima dell’alba a mezzanotte e passa.
Prima scoperta: per andare e tornare in giornata, tra Milano e Reggio, c’è solo Alitalia (Blue Panorama avrebbe un volo diretto, ma in orari che ti costringono a pernottare). Secondo: devi far scalo a Fiumicino, due volte, e svegliarti prima dell’alba. Terzo: ti fanno scucire 326 euro. Con quella somma si va tranquillamente a Londra. (Ma a Londra, niente Bronzi).
Milano, esterno notte. Sveglia alle 5.20, l’ora in cui Dracula va a dormire. Per essere a Linate alle 6.20 (il volo è alle 7.20) non puoi contare sui mezzi pubblici. E il metrò M4 è di là da venire. Si deve prendere la macchina e lasciarla al parking: 26 euro la giornata.
A Linate niente code, per fortuna. E l’Alitalia, se non altro, è puntuale. Zero ritardo anche a Fiumicino. A Reggio siamo arrivati in orario, alle 10.50. L’atterraggio può fare un po’ impressione. A destra c’è il mare, a sinistra case su case, fino a pochi secondi prima di toccare. Dov’è la pista, in mezzo alla città? Quasi. Periferia sud. Gli Arrivi sono piccolissimi, una casa di bambole. Dietro all’unico nastro bagagli, un grande manifesto di
uno sciatore sui pendii innevati del Pollino: “Gira e rigira la Calabria ti stupisce anche d’inverno”. Uscendo, altro che i boschi dell’Aspromonte: un boschetto di bandiere della Uil Trasporti, un picchetto, un anziano e la scritta “Dipendenti senza stipendio da 5 mesi”.
L’aeroportino è così simpatico, così di quartiere che non siamo stati ad aspettare l’autobus. Siamo andati al taxi. Dov’è il primo della fila? All’altezza del terzo si è fatto incontro un cristone in giubbotto nero. «Prenda quello». Il terzo? «Quello, sì». Fidiamoci, quest’uomo se ne intende. Al volante della Peugeot, una donna in giacchetta viola, unghie lunghissime rosso fiamma. «Al Museo Archeologico per favore». È salito anche il tizio, si è messo davanti. I due hanno preso a parlare in dialetto. Tassametro spento. Nel quarto d’ora di tragitto hanno ridacchiato, parlavano di «Scopelliti che va in giro ancora con la scorta». Trattasi di Giuseppe Scopelliti, fino ad aprile scorso presidente della Regione, condannato a sei anni per questioni di bilancio. Il cristone lamentava mal di testa. Ha detto «C’è scirocco. Mi toglie il sonno», e siamo arrivati. La corsa è costata 30 euro. Però.
Ore 11.30, Museo Archeologico. È un palazzone di marmo chiaro, largo. Dell’architetto Piacentini, che era il preferito del Duce. Tutto ripulito, restaurato. Chi ha letto i giornali sa che in gran parte è ancora chiuso, chi si è distratto potrebbe anche ignorarlo. Ma quant’e grande questa gran parte chiusa? La cassa è un isolotto con libri, cataloghi, souvenir in mezzo all’atrio enorme e vuoto. Al posto del naufrago,una signorina con gli occhiali. In bella vista c’è un libro di Vittorio Sgarbi, “Nel nome del figlio”, offerto a 10 euro invece che a 24. Sgarbi era tra quelli che volevano mandare i Bronzi a Milano per l’Expo. L’ingresso è a 5 euro, riduzione.
Perché, spiega la signorina, sono aperte solo due sale, la prima e quella dei Bronzi. Solo due sale, su tre piani di Museo? «Per ora sì». E quando riapre davvero? Lei, con l’aria di chi lo ripete per la millesima volta:
«Noi non lo sappiamo, siamo un servizio esterno. Il restauro è finito, manca solo l’allestimento».
E ora veniamo al dunque. La prima sala, a sinistra, ha: l’Acrolito di Apollo (una testa del V secolo); il Kouros di Reggio, una bella piccola statua in marmo di Paros con le braccia mozzate; un cavaliere di terracotta proveniente da un tempio di Locri Epizefiri; due altri meravigliosi dioscuri a cavallo con tritoni (ho segnato tutto). Sono pezzi di grande pregio. Ma si contano sulle dita di una mano. In fondo - chissà perché - c’è un arazzo fiammingo del Museo Diocesano di Gerace, restaurato nel 2011. Fine.
Due svizzeri vagavano smarriti. Due altri borbottavano in spagnolo. Dopo cinque minuti eravamo in cinque davanti alla seconda sala (delle due). Un usciere annoiato che parlava solo italiano ci ha fatti aspettare seduti. C’era un video sulle varie fasi del restauro e sul trasferimento dei Bronzi, prima a Palazzo Campanella, sede del Consiglio regionale, poi qui all’Archeologico, da dicembre scorso. Molti dettagli tecnici: scannerizzazione, gammagrafia, telecamera endoscopica. Agli svizzeri il custode ha detto: «Un attimino e vi faccio entrare, eh? Tre minuti». È per far decantare le polveri. Poi siamo entrati insieme. «State venti minuti, eh? Venti minuti».
I Bronzi, va detto e ripetuto, sono fantastici. Sembra di conoscerli da sempre. Il metallo è pulito e lucente. Sono alti due metri, ma poggiano su una base in marmo antisismica, è come se fossero lievemente ingigantiti rispetto alla nostra stazza di umani. Le spalle, gli occhi bianchi, i muscoli, il portamento: sono due eroi riapparsi dal nulla, incutono rispetto. Irradiano una forza. Ci si gira attorno in silenzio. Gli spagnoli si fanno i selfie, gli svizzeri no.
Ma intorno? Sui muri bianchi devono aver usato idropittura da appartamento anziché uno smalto lavabile: fino a un metro d’altezza sono pieni di segnacci neri, di scarpate. Dopo così poco tempo! Se hanno fatto i lavori così (32 milioni, pare, per l’Archeologico), ci vorrà un altro milione per gli imbianchini. Oh, ecco i due pannelli che illustrano il restauro e le basi antisismiche: il linguaggio è difficile, bisognerebbe essere ingegneri, o almeno archeologi. E il turista, poveretto? Non c’è scritto chi sono i Bronzi, dove li hanno trovati, la cornice storica, il contesto dell’arte greca. Oltre ai due è esposta solo una piccola testa in bronzo (detta di Basilea); l’altra (detta del Filosofo) non c’è, perché è in prestito ad Atene.
Dentro si può stare 20 minuti. Come al Cenacolo di Leonardo a Milano. Qui però nessuno controlla, si può stare anche mezz’ora. Entrati in cinque, alla fine siamo in nove. Per uscire dalle porte automatiche bisogna chiedere all’altro custode. Ahi, si è assopito sulla sedia. Va svegliato con delicatezza, anche a nome
degli svizzeri, imbarazzati. Sono così colpiti dai Bronzi che non osano dir niente. Il custode aziona il telecomando.
È durata 35 minuti in tutto la visita al Museo Archeologico Nazionale di Reggio Calabria: per sei sculture, un arazzo della Diocesi, e i Bronzi. I tre piani restanti, vuoti, inaccessibili. Dicono che ci vengono 4 mila visitatori al mese. Sarà. Di sicuro questo era un martedì fiacco. Prima dell’uscita, in un corridoio, c’erano quindici quadri moderni sul tema dei due eroi. Uno era un fotomontaggio, i Bronzi giganti al posto delle Twin Towers. Un usciere, interpellato: «Il Museo aprirà, all’80 per cento, entro l’estate 2015». Entro l’Expo? «Così pare». All’ultimo piano ci sarà una terrazza con ristorante. Suona bene, sarebbe una bella novità.
Erano solo le 12. L’aereo partiva alle 19.10. Ci siamo disposti a una lunga passeggiata per Reggio. L’Archeologico, provare per credere, è l’unico museo degno di questo nome. Dovrebbe essere l’attrazione massima della città; della «città dei Bronzi». Ma la piazza del Museo è desolata. Di fronte il monumento a un certo De Nava (anno XIV E. F., Era Fascista), qualche oleandro, pitosfori, l’erba tutta secca. E dietro, un rudere coperto da un telo sporco con scritto “Roof Garden, un nuovo progetto per una città nel futuro”.
Corso Garibaldi è l’arteria centrale. C’è l’austera piazza Italia, con Municipio e Prefettura. Il corso era senza auto, pedonalizzato, anche con bei negozi. Dall’altro capo, risalendo, stavano rifacendo l’asse stradale. Una buona notizia. Una locandina diceva «Trionfa Falcomatà». È il sindaco neo eletto, dopo il lungo commissariamento. Giuseppe Falcomatà, 31 anni appena, figlio di un ex sindaco. In giro c’erano tanti manifesti appesi, sia delle comunali, sia delle regionali. Facce su facce; tranne quella del sindaco ragazzo, che ha vinto col 61 per cento.
All’incrocio con via Giudecca, altra sorpresa: cinque tratti di tapis roulant, tipo aeroporto. Duecento metri in lieve salita. Fermi, fuori uso. Da due anni. Si è messo a piovere. Di fronte alla Banca d’Italia cascava a fagiolo il bar pasticceria Cordon Bleu. Vicini di tavolo, una coppia del Belgio, arrivata da Matera. Pranzo ottimo: crudo e bufala, involtini di vitello, due paste alla mandorla, un bicchiere di rosso. A ogni portata il cameriere, cortese, ripeteva «Ecco servito». Per soli 18 euro. A Milano, figuriamoci. Poi è spiovuto.
Ecco il Teatro Cilea, bianco e luminoso, in restauro anch’esso. Restauro finito al Duomo, invece, però chiuso. Ed eccoci ai Giardini Umberto I, con bellissimi alberi, querce, canfora, gingko biloba. Ma le aiuole trascurate, i lampioni spaccati a sassate. Che peccato. Il centro abbandonato dai suoi stessi abitanti.
La perla di Reggio è il Lungomare Italo Falcomatà. L’ex sindaco. È un’ampia passeggiata alberata sullo Stretto, nei giorni tersi si vede fino all’Etna. Molti edifici sono del primo Novecento, alcuni ben tenuti, altri meno. Rari forestieri nell’Anfiteatro Ciccio Franco, con il busto bronzeo al “Leader dei Boia chi molla”, datato 2005. Il monumento a Vittorio Emanuele III è del 1932. Qui e là fasci littorii, tracce varie del Ventennio.
Un pescatore pescava boghe e saraghi, tranquillo, in acque pulite. Una meraviglia, davvero, questi alberi di ficus. Tanti ficus magnolioidi, fitti, robusti, splendenti, con chiome giganti. Come quelli famosi di Palermo; forse più impressionanti ancora. Perché non si parla di queste bellezze? Sopra, nel cielo che imbruniva, stridevano migliaia di stornelli. Tra poco volano in Africa, ha detto un vecchio. Non bisognerebbe dire «la città dei Bronzi», ma «la città dei Ficus».
Per tornare all’aeroporto, una barista gentile ha chiamato un amico suo, Alessandro. Niente tassametro, però 20 euro e non 30. Un affare. All’aeroporto eravamo quattro gatti, tra le seggiole rosse dell’Algida. Il volo per Roma (19.10), poi quello da Fiumicino per Linate (22) erano in orario. Brava l’Alitalia, poverina. A mezzanotte e mezza a casa, dopo 19 ore. Stanchezza, stupore. E domande: su quanto è strana la nostra bella Italia.

The Riace Bronzes - Lonely giants in a half-deserted museum
What? Aren’t these masterpieces coming to the Milan Expo? No. Oh, ok. So we at l'Espresso went along to see them instead in situ at the archaeology museum in Reggio Calabria, which has just been recently restored but is still partially closed to the public.
Here follows the diary of a rather taxing journey.

A nineteen-hour journey for the sake of twenty minutes of sheer beauty. Return flight from Milan-Reggio Calabria to see the famous Bronzes of Riace – in one day.
By plane. Actually, in four planes.
Most people have been thinking about seeing the Bronzes once in their lifetime. Having only seen them on TV, they thought that they were bringing them to the Expo 2015 in Milan. But after much to-ing and fro-ing, the Italian Ministry of Cultural Heritage decided in the end that the bronzes couldn’t travel. Too risky, they said. And then, all said and done, what did the Bronzes actually have to do with the Expo theme ‘Feeding the planet, anyway? And if they are not coming up to Milan, well why not go as tourists to see them in Reggio Calabria?
And so that was it: L’Espresso decided to put itself in the shoes of the tourist and do just that.
To be honest, it was a hard slog requiring good humour (lots) and a pair of comfortable shoes. Yes, they’re beautiful, the Bronzes. Overwhelming, even. Two perfect heroes that Calabria found itself with in its own back yard. A marvel from ancient Greece. You stand mouth agape before that metal which still glistens even after 2500 years.
But was the splendour of the Bronzes really worth the effort?
Here’s how it went, hour by hour, from the crack of dawn to just after midnight.
First discovery: the only airline offering a day return flight between Milan and Reggio Calabria is Alitalia (Blue Panorama does have a direct flight but on a schedule which requires an overnight stay ).
Second: you have to change at Fiumicino airport, in Rome – twice - and rise before dawn.
Third: you’re going to pay through the nose. The €326 fare would get you a return ticket to London (but in London there are no Bronzes of course.)
Milan: still dark outside.
Wake-up at 5.20, the time when Dracula goes to bed. To be at Milan Linate at 6.20am (the flight is at 7.20am) you absolutely cannot count on public transport: the planned Metro M4 line to the airport still lies sometime in the future. So there’s nothing for it but to drive your own car and leave it in the airport car park: that’s €26 a day.
At Linate airport fortunately there’s no queue. And Alitalia is, at least, on time. And no delays at Fiumicino either. We arrive at Reggio punctually, at 10.50am. The landing can be quite disconcerting: on the right the sea, on the left house upon house close-up, right up until seconds before touchdown.
“Where’s the runway?” you ask yourself. “In the centre of the city?”
Well, almost. It’s actually on the southern outskirts.
The arrivals hall is minute, no more than a dolls’ house. Behind the sole baggage reclaim belt a large advertisement shows a skier on the snowy slopes of the Pollino mountain range: “Take a tour around Calabria – it’s amazing even in winter”.
Then, as you walk out of the airport, you see not just the forests of Aspromonte, but also a forest of flags of the trade union UIL Transport, a picket line, an old man, and a banner reading ‘Employees without pay for 5 months’.
The little airport is so nice, so intimate that we don’t bother to wait for the bus and opt for a taxi instead. But where is the first taxi in the line? At the third taxi in the line we find a large, tall man in a black jacket. “Take that one!” he shouts. The third one in the line. “Yes, that one.” Let’s trust him, this man knows what he’s doing.
At the wheel of the Peugeot is a woman in a violet jacket with long flame-red finger nails. “To the Archaeology Museum, please”. The guy with the black jacket has just got in as well in the front passenger seat. Now they’ve started a conversation in the local dialect. The taximeter is off. During the 15 minute ride, they snigger and talk about how ‘Scopelliti is still going around with his escort’ – a reference to Giuseppe Scopelliti, up until last April regional president of Calabria, but sentenced for six years for corruption. The tall man complains of a headache. ‘It’s the scirocco,’ he says. ‘I can’t sleep.’
Finally, we arrive. The taxi journey costs €30 euros. What?
Now at the opening ceremony of the Archaeological Museum of Reggio Calabria at 11.30. A large building in light marble, very wide – it’s the work of Piacentini, Mussolini’s favourite architect.
Everything is sparkling clean and fully restored. Those who have read about it in the press will know that most of it is still closed; but most people, who haven’t been following the story, will still be unaware. But just how big is the part that is still closed?
The cash till is like a large island with books, catalogues, souvenirs in the middle of the vast and empty atrium. In place of the shipwreck’s survivor there’s a young woman with glasses.
In a prominent position, there’s a book by Vittorio Sgarbi, ‘In the name of the Son’, on sale at specially reduced price of €10 (normally €24). Sgarbi was among those who wanted to send the Bronzes to Milan for the Expo, remember.
The entrance ticket costs €5 – also a discounted price. That’s because, as the young woman explains, there are only two rooms are open to the public, the first of which contains the Bronzes.
“Only two rooms on the museum’s three floors?” I ask. “For the time being, yes…” she replies.
“And when will it be fully re-opened?” I ask.
“We don’t really know. We’re just an external service supplier,’ she replies with the air of someone who is repeating the same answer for the thousandth time. ‘The restoration of the building is all done, but they haven’t set up the collections yet’.
And now we come to the reason we came: the first room, on the left, containing the Acrolite of Apollo (a text from the 5th Century BCE); the Kouros of Reggio, a small, beautiful statue in Parian marble with truncated arms; a terracotta knight from a temple at Epzefirian Locri; two other marvellous Dioscuri on horseback with tritons (and that’s it: I have described everything).
Ok, these are all priceless items certainly, but they can be counted on the fingers of one hand.
Oh, I forgot, at the end of the room – who on earth knows why – there is also a Flemish tapestry from the Diocesan Museum of Gerace, restored in 2011.
But after that, nothing.
Two Swiss tourists are wandering around, looking lost. Then there are two others, burbling in Spanish. Five minutes later there are five of us in front of the second room (of the two!). A bored usher – who speaks only Italian – has made us sit down to wait.
There’s a video playing on the various phases of the restoration and on the transfer of the Bronzes, first to the Palazzo Campanella, home of the Regional Council, and then here to the Museum of Archaeology last December. Lots of technical detail: scans, gammagraphy, endoscopy and and and…
Then the usher tells the Swiss couple: “Just a few more minutes and then I can let you in. Three minutes. Ok?”. It’s because they have to let the dust settle. Then we go in all together. “You can stay for 20 minutes, okay? No more than 20 minutes.”
The Bronzes, it has to be said repeatedly, are absolutely fantastic. It almost seems as if one has known them since forever. The metal is polished and brilliant. Two metres tall, they stand on a base of special earthquake-proof marble, larger than life compared to our mere mortal human frame. Their backs, their white eyes, their muscles, their pose: they are two heroes, rematerialized from nowhere, who inspire deep respect and radiate a magnetic force.
We walk around them in silence. The Spanish take selfies; the Swiss don’t.
But what of the surroundings?
On the white walls, it’s obvious that they used (cheap) water-based household paint rather than a washable enamel. Up to a metre from the floor, the walls are covered with black scuff marks. After such a short time! If they carried out the work like that (€32 million in total, apparently, for the Archaeology Museum), you would need another €1 million for the painting and decorating.
Oh, look, here are the two panels explaining the restoration itself and the special earthquake-proof pedestals. The language used is just too technical and difficult. Great for engineers or even archaeologists, perhaps, but certainly not for the poor old tourist.
But one looks in vain for any basic information on whom the Bronzes depict, where they were discovered, their historical background, or on their context within ancient Greek art.
As well as the two Bronzes, there is also one other exhibit: a small head in bronze (the so-called King’s Head). The other (the Philospher’s Head) is not there, because it’s on loan in Athens.
You are only supposed to be allowed to spend 20 minutes in this room. Just like the Cenacolo of Leonardo Da Vinci in Milan. Here though, nobody checks and so you can actually spend half an hour. Five of us came in, but when we finally exit, there are nine of us.
To leave via the automatic doors, you have to call another museum guard. Oh dear, he’s just dozed off in his seat! We have to wake him gently. The Swiss are too embarrassed to ask. They are so overwhelmed by the Bronzes that they dare not utter a word. The guard finally operates the remote control to open the doors.
Well, the visit to the National Archaeology Museum of Reggio Calabria took, all in all, 35 minutes. Six sculptures, one tapestry from the Diocese, and the Bronzes. The remaining three floors empty and inaccessible.
They claim that they receive four thousand visitors a month. Maybe. Certainly, this was a rather quiet Tuesday.
Just before the exit, in a corridor, there are fifteen modern art paintings on the theme of the two heroes. One was a photomontage showing the Bronze giants in place of the Twin Towers.
One usher, when asked, explained that the museum would open up to 80% of its floor space by summer 2015. “By the time of the Expo?” we asked. “Seems so,” came the reply. On the top floor there will be a terrace restaurant. Sounds great, and that will be something new.
Now it was only midday. As our flight was leaving at 7.10 pm, we decided to take a long tour around Reggio. The Archaeological Museum – seeing is believing - is the only museum in town worthy of the name.
It should be the main attraction of this “City of the Bronzes”, but the piazza in front of the museum is desolate. Opposite the museum there’s just one monument to a certain De Nava (from Year 14 of the fascist era), the odd oleander, a butter bush, and some desiccated grass. Behind, there’s a ruin covered with a filthy tarpaulin with the words ‘Roof Garden – a new project for the city’s future’
Corso Garibaldi is the central artery of the city. There’s the rather austere Piazza Italia, which contains the Town Hall and Magistrates Courts. The street is pedestrianised with no traffic and has some nice shops. From the other end, further back up the street, they were just refurbishing the central reservation.
One piece of good news, though: a poster declaring “Falcomatà Triumphs!”. After the long period of temporary administration by the Italian state, Giuseppe Falcomatà, 31, son of a former mayor, has recently been elected mayor with 61 percent of the vote. Posters of his face hang everywhere from buildings both municipal and regional, taken from every stage of his life, except from when he was a boy.
At the crossroads with via Giudecca, we find another surprise: five airport-style escalators covering just 200 metres on a slight incline. But they are closed - out of order - and have been for the past two years.
Now it starts to rain.
Opposite the Bank of Italy, just in the nick of time we come upon the bar and patisserie Cordon Bleu. At a neighbouring table sit a couple from Belgium, just arrived from Matera.
Excellent lunch: cured ham, buffalo mozzarella veal rolls, two almond pastries, a glass of red wine. Every time the waiter brings us our dishes, he politely says “Here you are”. All this for just €18. You would never get that in Milan.
Then the rain stops, so on to see the Teatro Cilea, white and luminous, also undergoing restoration. And then the Duomo; in contrast to the former building, it is completely restored, but still closed.
Next, the Umberto I Gardens. Beautiful trees – oaks, camphor, gingko biloba. But what a shame about the neglected flowerbeds and street lights smashed by stone-throwing vandals. The centre of a city abandoned by its own inhabitants.
Vittorio Sgarbi, ambassador for the Lombardy Region of Fine Arts at the Expo, rails yet again against the decision not to lend the Bronzes of Riace to Milan for the 2015 International Exhibition - “Calabria is not Italy,” he protests.
The real pearl of Reggio is the Italo Falcomatà Promenade, named after the former mayor. A broad, tree-lined promenade on the Stretto which on clear days offers views as far as Mount Etna in Sicily. Many of the buildings here date from the early 19th Century, some well maintained, others less so.
Very few foreigners find their way into the amphitheatre Ciccio Franco, where the eponymous bronze bust stands with its dedication to the ‘Leader of the Boia Chi Molla’ [fascist slogan of the post-war era roughly translated He Who Softens, Slays] movement (erected 2005). There’s also a monument to Victor Emmanuele III which dates from 1932. Here also are the ‘lictores fascii’, various remnants from the fascist era in Italy.
A fisherman – serene - fishes for vogues and bream in crystal clear waters.
A true marvel, these fig trees. So many ‘ficus magnoloidi’ - thick, robust, and bright with their giant crowns. Just like the famous ones in Palermo; but perhaps even more impressive. Why does no-one speak of these beauties? Above, in the darkening sky, screech the thousands of starlings. Shortly they will fly to Africa says an old man. Perhaps one should call this the ‘City of Fig Trees’ rather than ‘City of the Bronzes’.
To return to the airport, a very kind barista calls his friend Alessandro to take us. Again, no taxi-meter, but this time the fare is €20 rather than €30. A fair price.

Il disegno di legge C. 3264 presentato il 29 luglio 2015 alla Camera dalla deputata del PD Marilena Fabbri intende modificare la legge n. 91/1992 in materia di cittadinanza, soprattutto per i minori stranieri. Le proposte di modifica rappresentano, indubbiamente, un passo avanti rispetto all’attuale legislazione per tutti quei minori che, nati in Italia o che qui hanno vissuto gran parte della loro vita, ambiscono a diventare cittadini a pieno titolo. Rispetto alla proposta di legge di iniziativa popolare della Campagna L’Italia sono anch’io, che ha raccolto più di 200mila firme e che è stata depositata il 6 marzo 2012, il DDL
Fabbri presenta sostanziali differenze ma non può negarsi che abbia il condivisibile concreto obiettivo di consentire ai minori stranieri forme di acquisizione della cittadinanza maggiori di quelle, scarse, attuali. Per rendere più effettivo tale obiettivo, la Campagna L’Italia sono anch’io propone alcuni emendamenti:
Ð La sostituzione del requisito della ‘residenza legale, senza interruzioni’ dei genitori dei minori stranieri nati in Italia, con quello del ‘soggiorno legale’, per evitare che una normativa estranea alle finalità della legge (la residenza anagrafica) interferisca, con tutte le sue problematiche, nel diritto dei piccoli cittadini stranieri di diventare italiani, e per evitare che inadempimenti o difficoltà degli adulti si ripercuotano sui minori incolpevoli. Facendo richiamo alla legalità del soggiorno, la proposta sostituzione è maggiormente coerente con la normativa in materia di immigrazione.
La previsione di un obbligo di informazione da parte dell’ufficiale di stato civili in alcuni specifici casi, per favorire la conoscenza e dunque l’effettivo esercizio
del diritto.
La sostituzione del requisito della convivenza del figlio minore con il genitore che acquista la cittadinanza italiana, con il requisito della non decadenza dalla potestà genitoriale, in quanto irragionevole e con effetti discriminatori, ad esempio, per i figli di genitori separati.
L’introduzione di una norma sui minori disabili e sugli interdetti, inabilitati e beneficiari di amministrazione di sostegno, per superare l’attuale gravissima discriminazione per cui ai giovani con disabilità psichica è negato il diritto di acquistare la cittadinanza italiana perché incapaci di presentare la dichiarazione di volontà e di prestare il giuramento.
Infine, fondamentale è la previsione di una norma transitoria che consenta l’acquisto della cittadinanza italiana anche a coloro che avevano alla nascita i requisiti previsti dalla nuova legge e che hanno compiuto il ventesimo anno di età prima dell’entrata in vigore della stessa.

The draft bill C. 3264 presented to the Italian Lower House by the Italian Democratic Party MP Marilena Fabbri aims to amend law no. 91/1992 on Italian citizenship, with special focus on the position of foreign minors.
The proposed amendments undoubtedly represent a step forward compared to the current law with regards to all minors who, having either been born or lived most of their life in Italy, aspire to full rights of citizenship. Compared to the separate proposals by the ‘I’m Italian Too’ campaign – backed by petition of over 200,000 signatures and submitted to Parliament in 2012 - Ms Fabbri’s Draft Bill contains some substantial differences. That said, it’s undeniable that it also shares the same clear objective of granting foreign minors much wider access to acquiring Italian citizenship than the current limited options.
To implement the main objective more effectively, the ‘I’m Italian Too’ campaign is proposing the following amendments:
- Substitution of the ‘uninterrupted legal residence’ requirement for the parents of foreign minors born in Italy by a new requirement of ‘Legal Stay’ in order to prevent any other rules such as Permanent Domicile - extraneous for the purposes of this law and coming with all sorts of possible complications - from interfering with the rights of young foreign citizens to become Italian. This will avoid any adult non-compliance with the rules or other problems with their immigration status having a negative impact on innocent minors. And on the point of the proposed ‘Legal Stay’, we should point out that the proposed substitution largely integrates with existing immigration law.
– The statutory recognition of a legal duty incumbent upon the Italian Civil Registrar to disseminate information in certain specific cases in such a way as to encourage wider knowledge and understanding and therefore effective exercise of these rights
- The substitution of the requirement that the minor child should live together with the parent who acquires Italian nationality by a new requirement merely that the parent has not given up their parental rights; this on the basis that the former provisions were irrational and discriminatory in the cases, for example, of children whose parents had separated.
- The introduction of new rules for disabled minors and those who are either wholly or partially physically and/or mentally incapacitated, and therefore under statutory supervision and care; this to overcome the current extremely serious discrimination by which minors with psychiatric problems are denied the right to acquire Italian nationality on the grounds that they are unable to submit their declaration of intent and to take the oath.
- Finally, it’s vital to introduce transitory rules to permit the acquisition of Italian citizenship for those who at birth had met all the requirements of the new law and have already reached their 20th birthday before the new law comes into force.
It is to be hoped, anyway, that the Italian Parliament will now act to reform the law on citizenship in its entirety and in line with the ‘I’m Italian Too’ campaign’s proposals, so that it reflects the new make-up of Italian society resulting from the numbers of foreign citizens now permanently resident in Italy (more than half of whose legal status is that of ‘indefinite leave to remain’). The time is surely ripe.

La Corte dei conti: «Manca una stima delle opere possedute dai musei»
ROMA - Il nome in codice era
«Giacimenti culturali». E ancora oggi rimane un dubbio. Al progetto di catalogazione del patrimonio artistico e monumentale italiano avevano dato quel nome consapevoli che si stava parlando del nostro petrolio, o perché sapevano che l'operazione si sarebbe rivelata una miniera d'oro per società di informatica private? Le tracce di tutti quei soldi (2.110 miliardi di lire, pari a circa 2,1 miliardi di euro di oggi) stanziati a partire dal 1986 (al governo
c'era Bettino Craxi) si sono ormai perse.
LA CORTE - Ventisei anni dopo resta un'amara considerazione della Corte dei conti, rintracciabile a pagina 310 della memoria del procuratore generale Salvatore Nottola al giudizio sul rendiconto dello Stato approvato il 28 giugno: «Nonostante vari tentativi di giungere a una stima attendibile dei beni culturali, non esiste oggi una catalogazione definitiva specie per i reperti archeologici. Inoltre, per i grandi musei statali non esiste una stima del valore delle opere possedute». Molte delle quali, fra l'altro, restano chiuse nei magazzini. Un caso? Il museo più visitato d'Italia, e uno dei più frequentati del mondo, considerando il numero dei turisti in rapporto alla superficie.
Ovvero, la Galleria degli Uffizi di Firenze. Ricorda però il giudice contabile Francesco D'Amaro, autore del capitolo sui beni culturali della memoria di Nottola, che il museo fiorentino espone al pubblico 1.835 opere mentre «ne conserva in deposito circa 2.300, offrendo in visione solo il 44%» di quelle possedute. Problemi di spazi espositivi, ma non soltanto. E dire che gli Uffizi, secondo uno studio di The European house Ambrosetti, hanno una quantità di visitatori per metro quadrato quattro volte maggiore del Louvre (45,8 contro 11,8). Anche se i numeri assoluti non sono certo confrontabili con quelli del museo parigino.
BIGLIETTI - L'anno scorso la Galleria degli Uffizi ha staccato un milione 369.300 biglietti, a cui si sono aggiunti 397.392 ingressi gratuiti. Incasso: 8,6 milioni di euro. Al Louvre sono
entrati invece in più di 8 milioni, per un introito superiore a 40 milioni. C'è chi dice che il nostro è un problema di abbondanza. Troppi beni architettonici, troppi siti archeologici, troppe opere d'arte da tutelare. Dice sempre la Corte dei conti che abbiamo
3.430 musei, di cui 409 in Toscana, 380 in Emilia-Romagna, 346 in Lombardia, 302 nel Lazio. Poi ci sono 216 siti archeologici, 10 mila chiese, 1.500 monasteri, 40 mila fra castelli, torri e rocche, 30 mila dimore storiche, 4 mila giardini,
1.000 centri storici importanti... A tutta questa roba si devono aggiungere i 4.381 immobili del demanio storico artistico che sono utilizzati come uffici pubblici. E di quelli, almeno, si conosce il valore esatto. Sono a libro per 16 miliardi 697 milioni
86.283 euro. Ovvio che tutto questo immenso patrimonio sia complicato da gestire. E che responsabilità nei confronti del resto del mondo, se si considera che l'Italia ha il maggior numero di beni tutelati dall'Unesco come patrimoni dell'umanità: 45 su 911.
MANUTENZIONE - Ma il modo in cui trattiamo tutto questo ben di Dio è comunque sconfortante. A cominciare dalla «diffusa perdurante carenza dello stato di manutenzione delle aree archeologiche, spesso oggetto di gestioni commissariali con possibilità di deroga rispetto all'ordinaria amministrazione, che determinano», sono parole della Corte dei conti, «poca trasparenza nelle procedure di spesa». Un chiaro riferimento alla vicenda del commissariamento di Pompei, che era stato già bombardato di critiche dalla stessa magistratura contabile. Ma i giudici, dopo aver concesso che causa di tale situazione sono anche i tagli al personale e alle risorse destinate alla manutenzione decisi dal ministero dell'Economia, non risparmiano nemmeno alcune soprintendenze, quando sottolineano «una certa incapacità di spesa degli organi periferici del ministero dei Beni culturali, che ha generato la formazione di una consistente giacenza di cassa, sia pure in parte determinata dalla lentezza delle procedure di gara e dal ritardo nell'accreditamento dei fondi statali». Vero è che quando si devono fare le nozze con i fichi secchi non è sempre facile.
LE RISORSE - I fondi pubblici per i beni artistici e culturali sono ormai ridotti al lumicino: la Corte dei conti segnala che si è scesi allo 0,19% della spesa pubblica, contro lo 0,34% di «pochi anni fa» e lo 0,21% del 2010. Questo mentre lo stato francese ha un budget cinque volte superiore al nostro (oltre 7 miliardi di euro contro 1,4 miliardi) e la Germania ha aumentato quest'anno gli stanziamenti del 7 per cento. Non bastasse, se il dicastero del Collegio romano era stato risparmiato dai tagli
«lineari» decisi dalle ultime manovre di Giulio Tremonti, ci ha pensato il governo di Mario Monti a pareggiare i conti con gli altri ministeri. Dirottando alle carceri 57 dei 140 milioni dell'8 per mille destinati ai beni culturali con il decreto sull'emergenza delle prigioni approvato in fretta e furia alla vigilia di Natale del 2011.
MINISTERO - Un giro di vite al quale non si è rimediato neppure in seguito. A dispetto delle dichiarazioni ufficiali. Da quando esiste il dicastero dei Beni culturali non c'è mai stato un ministro che non abbia detto pubblicamente come l'attuale, Lorenzo Ornaghi, «la cultura deve agire come volano reale per la crescita». Ma la verità è probabilmente quella che si è fatta sfuggire il segretario generale del ministero Roberto Cecchi qualche mese fa, prima di essere nominato sottosegretario: «In Italia la cultura non è vista come uno strumento per lo sviluppo del Paese. Ci s'inalbera contro il vandalismo, come contro i musei che non sono perfettamente all'altezza della situazione.
Ma poi quando si tratta di investire, non si investe». Regola osservata anche in questa occasione. Nel decretosviluppo appena sfornato dal governo Monti, non c'è traccia di interventi per i beni culturali e il turismo.

The name in code was: “Cultural deposits”. And even today there’s still a doubt about what it meant. That was the name they gave to the project to catalogue the entire artistic and monumental heritage of Italy, knowing all the while that what they were actually talking about was Italian national resources or maybe because they knew the work would turn out to be a gold mine for private IT companies? All trace has now been lost of the money (2.11o billion lira - equivalent to roughly €2.1 billion today) allocated from the beginning of 1986 to the project (Bettino Craxi was in power then).
THE Court – 26 years later, there is on file a rather damning conclusion of the Corte Dei Conti – the Italian National Audit Office – to be found on page 310 of the judgement issued by the procurator general Salvatore Nottola in relation to the Statement of Account approved on June 28: “Despite various attempts to reach a reliable estimate of the total value of Italy’s cultural heritage, even today there is still no complete catalogue, in particular with regards to archaeological finds. And furthermore, none of the major state museums have any estimate for the value of their collections.” And so many of these collections remain locked up in storage.
Let’s look at an example. Take the museum most visited in Italy, and one of the most visited in the world in terms of number of tourists per square meter – the Uffizi in Florence. Auditing judge, Francesco D’Amaro, author of a book on Italy’s cultural heritage written in memory of Nottola, notes that the Florentine museum exhibits 1,835 objects but “stores 2,300 in its warehouse, thus offering a mere 41% of its collection to the public view. There are problems of exhibiting space, of course, but not only that. Remember that the Uffizi, according to a study by European House Ambrosetti, has a per square metre footfall four times that of the Louvre (45.8 versus 11.8), although in absolute terms the Uffizi’s absolute numbers are of a much smaller order of magnitude than the Louvre’s.
TICKETING
Last year the Uffizi recorded 397,392 free and 1,369,300 paid (€8.6m) admissions. By contrast the Louvre recorded more than 8 million visitors bringing in over €40 million.
Some would argue that our problem in Italy is one of superabundance: of too many architectural monuments, too many archaeological sites, too many works of art to curate. According to the Italian NAO (Corte dei Conti) we have 3,430 museums, of which 409 are in Tuscany, 380 in Emilia-Romagna, 346 in Lombardy, and 302 in Lazio. Then there are 216 archaeological sites, 10,000 churches, 1,500 monasteries, 40,000 castles, towers and fortifications, 30,000 historic houses, 4,000 important historic centres…
And to all this amount we then have to add the 4,381 buildings of historic and artistic interest which are used as offices by local authorities or government. The value of these, at least, we do know with some accuracy: a book value of € 16,697,086,283.
Obviously this immense heritage is hugely complicated to manage properly. And what a massive responsibility it is for Italy towards the rest of the world considering it has the largest number of Unesco protected cultural property and World Heritage Sites in the world: 45 out of 911.
PRESERVATION
But the way this gift of God is treated is most disconcerting, to say the least. It starts with ‘the widespread, chronic poor preservation of archaeological sites’ – to quote the INAO - ‘which are often the subject of direct management by parliamentary commissions with special powers over decision-making outside the normal administrative framework. It is this which results in lack of transparency on how money is actually spent’.
This is a clear reference to the case of the special measures taken for Pompei, which had already been heavily bombarded by criticism by the Italian National Audit Office itself. However the judges, despite conceding that the root cause of this situation is also staff cuts and the reduction other resources allocated to preservation by the Italian Treasury, do not spare the superintendent’s department when they highlight ‘a certain inability of governmental bodies related to the Italian Cultural Heritage Ministry to spend appropriately which has led to the formation of consistently high unused surplus funds, partly through the slow procurement procedures or delays in drawing down on government funding itself.’
The truth of the matter is that running things on a shoestring is never going to be easy.
RESOURCES
The state of public funding for cultural and artistic heritage is now parlous. The NAO indicates that investment has declined to 0.19% of the total budget of public spending, compared to 0.34% ‘a few years ago’ and 0.21% in 2010. Compare this with France which has a budget five times higher than Italy’s (€7bn versus our €1.4 billion), or with Germany which has increased investment this year by 7 percent.
Despite the Ministry on Piazza Collegio Romano [i.e. Ministry of Cultural Heritage] having been spared from the across-the-board cuts by the most recent moves by Giulio Tremonti, Mario Monti’s government decided to balance the books with other ministries with his emergency prisons’ decree - approved in haste and much fury just before Christmas 2011 - by diverting to the prison system €57 million of the €140 million originally earmarked for cultural heritage through the special 8-per-thousand compulsory tax donation.
MINISTERS
So, yet another turn of the screw which actually fixes nothing as a result. And that despite official announcements. Ever since the Ministry of Cultural Heritage has existed, there has never been a minister who has publicly said, as the current minister, Lorenzo Ornaghi, now has, that ‘culture must act as a driver of growth’. But probably closer to the truth are the comments of the secretary general of the ministry Roberto Cecchi made a several months ago, before he became under-secretary: ‘In Italy ‘culture’ is not regarded as a means for economic development. Rather there is a rallying point against vandalism, and also against museums not doing their job properly. But when investments are needed, we do not invest’.
That’s a rule that’s being followed on this occasion.
In the recent proposed legislation on economic development to come out from the Monti government, there was no trace of any measures on culture heritage or tourism.
