Source text - English DESCRIPTION OF MATERIALS HANDLED BY THE FACILITY
Materials description
The Plasticizers plant handles materials capable of forming explosive mixtures of combustible gases and vapours with air with a low LEL (lower explosive limit).
These materials are also categorised as harmful, i.e. exposure to them as a result of safety protocol violations may cause work-related injuries, occupational diseases or health problems.
Such properties of materials are primarily attributable to their physiological effects on the human body and also their ability to explode, burn, form explosive compounds or trigger explosions or fires.
Physiological effects on the human body are manifested as acute or chronic poisoning due to toxicity of vapours of the materials that are handled or as injuries to mucous membranes and skin upon contact with unprotected parts of the body.
Toxicity of materials and their effects on the human body depend on numerous factors, the primary ones being physicochemical properties of materials, their combined effect, ambient conditions, concentration and duration of exposure.
Harmful substances can enter the human body through the respiratory system, digestive system, damaged or undamaged skin.
The following table presents the properties of the main products handled in the plasticizers plant, such as feedstock, chemicals, catalysts, final products.
The properties for all products, handled in the plant, including intermediate products (acid salts, mon esters, etc.) or by-products shall be analysed in the next design phases of the project.
SAFETY ARRANGEMENTS
Personal Protective Equipment
Operators of the plasticizers plant must use personal protective equipment (fireproofed cotton coveralls, leather boots, gloves, goggles) as per GOST 12.4.103.
All operations that involve handling organometallic compounds (catalyst TIPT) must be performed while wearing a protective suit, gloves, and safety goggles.
Due to its corrosive properties and that it can destroy upper respiratory tract, PTSA handling should be performed with specific protective equipment for the respiratory system (respirator NIOSH type N95 or equivalent), protective suit and gloves, and goggles or full face shield.
Local exhaust ventilation is provided to protect workers while unloading PTSA product.
Filtering industrial respirators (Model A or Model BKF) are recommended for the protection of the respiratory system.
Self-contained airline respirators (Models PSh-1, PSh-2), self-contained oxygen masks (Models KIP-7, KIP-8) and other self-contained devices are recommended for protection of the respiratory system in atmospheres where reduced oxygen concentrations are possible or where harmful materials are present at high concentrations (while performing repairs inside vessels and in emergencies).
Personnel who load or unload dusty products should wear dust masks, tightly fitting protective clothing made from dust-proof fabrics, dust-proof safety goggles, and gloves.
Personnel manning the facility should also use personal protective equipment for the head (hard hats) and hearing protectors (noise-blocking earmuffs).

На установке по производству пластификаторов применяются материалы, способные образовывать взрывоопасные смеси газов и паров с воздухом, обладающие низким показателем НПВ (нижний предел взрываемости).
Данные материалы также входят в категорию вредных веществ. Это означает, что их воздействие вследствие нарушения инструкций по технике безопасности может привести к производственным травмам, профзаболеваниям или проблемам со здоровьем.
Такие свойства материалов в основном объясняются их физиологическим воздействием на человеческий организм, а также их способностью к взрывам, воспламенению, формированию взрывоопасных соединений, или способностью являться причиной взрывов и пожаров.
Физиологическое воздействие на человеческий организм выражается в остром или хроническом отравлении ввиду токсичности испарений материалов, с которыми необходимо работать, или в повреждении слизистой оболочки и кожи при контакте с незащищёнными частями тела.
Токсичность материалов и их воздействие на человеческий организм зависит от многих факторов, из которых главное место занимают физико-химические свойства материалов, их суммарный эффект, условия окружающей среды, концентрация и продолжительность воздействия.
Вредные вещества могут попадать в человеческий организм через дыхательную систему, пищеварительную систему, повреждённую или неповреждённую кожу.
В следующей таблице представлены свойства основных продуктов, применяемых при производстве пластификаторов, таких как сырьевые материалы, химреагенты, катализаторы, готовая продукция.
Анализ свойств всех продуктов, участвующих в производстве, включая промежуточные продукты (кислые соли, моноэфиры и т.д.), или побочных продуктов необходимо провести на следующих этапах проектирования в рамках настоящего проекта.
ТЕХНИКА БЕЗОПАСНОСТИ
Средства индивидуальной защиты
Операторы установки по производству пластификаторов обязаны использовать средства индивидуальной защиты (огнезащитный хлопчатобумажный комбинезон, кожаная обувь, перчатки, защитные очки) в соответствии с ГОСТ 12.4.103.
Все операции, связанные с металлоорганическими соединениями (ТИПТ катализатора), должны выполняться с использованием защитного костюма, перчаток и очков.
Операции с ПТСК следует выполнять с использованием особых средств индивидуальной защиты для дыхательной системы (дыхательная маска, соответствующая стандартам NIOSH, тип № 95 или аналог), защитного костюма и перчаток или полнопрофильной защитной маски ввиду разъедающих свойств и вероятности разрушения верхних дыхательных путей под воздействием данной кислоты.
Местная вытяжная вентиляция предусмотрена для защиты работников при разгрузке ПТСК.
Для защиты дыхательной системы рекомендуется использовать фильтрующие промышленные противогазы (модель А или модель БКФ).
Автономные шланговые противогазы (модели ПШ-1, ПШ-2), автономные кислородные маски (модели КИП-7, КИП-8) и прочие автономные устройства рекомендуются для защиты дыхательной системы в атмосфере с вероятностью пониженной концентрации кислорода или в местах, где в высокой концентрации присутствуют вредные вещества (при выполнении ремонтных работ внутри резервуаров и в аварийных ситуациях).
Персонал, занимающийся погрузкой / разгрузкой пылевых продуктов, должен использовать противопылевые респираторы, плотно прилегающую защитную одежду из пыленепроницаемой ткани, пыленепроницаемые защитные очки и перчатки.
Персонал, обслуживающий установку, также должен использовать средства индивидуальной защиты для головы (каски) и средства защиты органов слуха (противошумные наушники).
