Source text - German Eigentlich hatten die Außenminister der EU den künftigen Kurs gegenüber Diktator Lukaschenko schon festgelegt. Mit empfindlichen Sanktionen soll Druck aufgebaut werden, da war man sich schnell einig, Einreiseverbote und Kontosperrungen sollen alle Unterstützer treffen, die an Gewaltaktionen und Wahlfälschung beteiligt waren. Der Auswärtige Dienst der EU stellt die Liste schon zusammen. Dass die 27 Staats- und Regierungschefs sich jetzt persönlich bei einem Sondergipfel mit der Lage in Belarus beschäftigen, zeigt, wie viel für die Europäische Außenpolitik auf dem Spiel steht.
Belarus liegt vor der europäischen Haustür. Drei EU-Länder sind direkte Nachbarn: Polen, Litauen und Lettland - für sie liegt Belarus direkt auf der anderen Seite der Grenze. Die frühere Sowjetrepublik dürfe nicht in die Arme Moskaus getrieben werden, das ist das Credo dieser Länder, und in dieser Einschätzung werden sie von den EU-Partnern gestützt. Während es sonst schon bei kleineren internationalen Konflikten unmöglich ist, die nationalen Interessen der 27 unter einen Hut zu bringen, spricht man im Fall Belarus mit einer Stimme.
Zustimmung auch aus Ungarn
"Es gab große Einigkeit", berichtet eine Kommissionssprecherin über die Vorbereitung des Sondergipfels, "dass die belarussische Regierung in einen nationalen Dialog mit Opposition und Gesellschaft eintreten muss, um die Krise zu überwinden." Sogar Viktor Orban, der ungarische Regierungschef, der gern auch schon mal seine Sympathie für Diktator Lukaschenko ausspricht, scheint sich jetzt in die gemeinsame Linie einzureihen.
Dabei steht die europäische Außenpolitik vor einer heiklen Aufgabe. In den nächsten Tagen und Wochen wird ein Balanceakt nötig sein, sagt Gustav Gressel, von der Denkfabrik European Council on Foreign Relations:
"Was für die Europäer wichtig ist: Erstens Russland klarzumachen, dass man selber die weißrussische Oppositionsbewegung nicht angezettelt hat. Dass man nicht der geheime Schirmherr ist. Auf der anderen Seite Russland klar warnen, dass eine militärische Intervention so wie in der Ukraine für Russland gravierende Konsequenzen haben wird."
Lukaschenko wahrte Distanz zu Moskau
Belarus gehört zu einigen früheren Sowjetrepubliken, mit denen die EU seit gut zehn Jahren besondere Beziehungen pflegt. Östliche Partnerschaft heißt das Format, vorsichtige Anbindung an die EU ist das Ziel. Lange wurde in Brüssel an Lukaschenko geschätzt, dass er sich im Ukraine-Konflikt neutral verhielt und auch in einigen anderen Fragen Distanz zu Moskau wahrte.

European foreign policy is faced with a delicate task. A balancing act will be necessary in the next few days and weeks, says Gustav Gressel, of the European Council on Foreign Relations think tank:
"What is important for Europeans: Firstly, to make it clear to Russia that you yourself did not instigate the Belarusian opposition movement. That you are not the secret patron. On the other hand, warn Russia clearly that a military intervention like the one in Ukraine would have serious consequences for Russia. "
Lukashenko kept his distance from Moscow
Belarus is one of a number of former Soviet republics with which the EU has had special relations for a good ten years. The format is called Eastern Partnership, and the goal is a cautious connection to the EU. Viren ändern sich ständig durch Mutation, und so ist das Auftreten neuer Varianten bei SARS-CoV-2 für Virologen wenig überraschend. Evolutions- und Anpassungsprozesse waren zu erwarten. Dennoch geben die neue Variante aus Großbritannien (VOC202012/01, B.1.1.7 oder 501Y.V1) und eine aus Südafrika (B.1.351) Anlass zur Sorge, wie Experten bei einem Pressebriefing des Science Media Center Germany sagten.
„Die Varianten sind unabhängig voneinander entstanden; wahrscheinlich hatten sie Anfang 2020 gemeinsame Vorfahren“, sagte Prof. Dr. Richard Neher von der Universität Basel. „Im Verlauf des Spätsommers und des Herbstes haben sie sich dann ausgebreitet und begonnen, andere Varianten zu dominieren.“
„Grund zur Sorge bereitet vor allem die Beobachtung, dass sich diese Varianten in einem kurzen Zeitraum stark verbreitet haben, was durchaus ungewöhnlich ist“, erklärte Prof. Dr. Isabella Eckerle von der Universität Genf. „Bei einer insgesamt starken Zirkulation von Viren sehen wir nur dann, dass eine Variante die andere dominiert, wenn es tatsächlich starke Unterschiede bei den Eigenschaften gibt“, erläuterte sie.
In Großbritannien kam es anfangs im Südosten, im Osten und im Raum London zu einem raschen Anstieg der COVID-19-Fallzahlen. Bis zum 26. Dezember 2020 wurden aus dem Königreich mehr als 3.000 Infektionen mit dieser neuen Variante gemeldet, die durch Genomsequenzierung bestätigt wurden. Rückwirkend ist es gelungen, erste Fälle auf Ende September zu datieren.
Eckerle wies darauf hin, dass man momentan nur epidemiologische Daten habe, aber keine biologischen Daten zum Erreger. Diese im Labor zu generieren dauere. Insofern bleibe es bei der reinen Beobachtung. „Auf biologische Daten können wir nicht warten“, betonte Eckerle. Denn dies könne Wochen oder Monate dauern.
„Die Modellierung deutet auf eine stärkere Übertragung der neuen Variante hin“, ergänzte die Expertin. Es gebe derzeit aber keine Hinweise auf mehr Reinfektionen, auf eine höhere Mortalität oder einen schwereren Krankheitsverlauf bei Infektion mit der Virusvariante.

“The variants developed independently from each other; they most likely had common ancestors in the beginning of 2020” said Professor Dr. Richard Neher from the University of Basel. “They then spread and started to dominate other variants over the course of late summer and fall.”
