I know it is normally translated as "of legal age" but in this context it is referring to the mother of the conscript who is exempt from army service as he is the only son in the family. Any idea what is meant in this context??

Yes, you are correct of legal age and there is nothing strange in it, it is a cliche that is always written this way, especially in the legal texts and manuscripts and in the powers of attorney in particular.
