The EN document is of course a translation but I am quite sure about the correctness of the translation of both 'pakketbeheer' (which if have researched and used myself before) and 'specialistische geneesmiddelen' (you'll find that similar definitions are used for specialist drugs in other countries).

I checked the zorginstituutnederland.nl website but quickly got lost and I must admit I never dreamed of such a direct literal option, so I found the NL PDF of the "Pakketbeheer" document but not the EN. Thanks for taking the time to guide me.

Specialist drug=
A drug that is part of treatment that takes place under the
responsibility of a medical specialist and for which administration
takes place within the framework of specialist diagnostics, therapy
and/or prevention. Such drugs are part of medical care normally
provided by medial specialists (article 2.4 Health Care Insurance
Decree, Bzv) and not part of pharmaceutical care as defined in
article 2.8 Bzv.
