For certain types of aircrafts a higher set of steps other than the chariot type steps should be used to prevent technicians, in particular those of shorter stature, from having to over reach to couple the hose to the aircraft fuelling point.

Not really Thank you for your answer but I doubt this is the answer, it is not the stairs used by passengers but the steps used by technicians for refuelling.
