agricultural campaign
This is a report on the current nutritional situation in an African region, based on which a proposal is being made to carry out a humanitarian project.
Here they're talking about the last agricultural campaign carried out and I'm stuck with this sentence. Any help will be greatly appreciated.

One participant's assessment of the campaign gives the following impression:
Having looked at the preceding phrase, I believe that as the condition in which the campaign was carried out were not favourable, only a cursory opinion can be given, rather than concrete results.
The only word I'm rather unsure about is 'acteur' as this can mean so many things and more context would be needed, I think, to determine what is most suitable in this context. Terms such as 'key player', 'stakeholder', 'protagonist' are all translations that I have used in the past, in varying contexts.

Ah! See your problem Margaret. I think 'agent' is better than 'participant' (and particularly if you've used it many times before!) and owing to lack of extra context will stick by my interpretation of the meaning. Will be interested to see what other people think though.

Note from asker:
Hi, Claire. Thanks for your help so far. I'm afraid further context wouldn't help much because this is the start of a section titled: "Caractéristiques essentielles de la campagne 2009/2010". It's the first time the word "acteur" has turned up in the entire text so far. I tend to translate it as "agent" in these texts, of which I've now translated many. |

: why not "actor"? I've seen it many times in similar contexts. Participant is OK, but "agent" sounds strange to me.

Thanks Paul. I've used 'actor' before as well, in other contexts though, so I wasn't sure about this one. Thanks for the confirmation that it would be suitable here.

: Agree with the idea, although I would rephrase: "One [agent] has assessed the campaign as follows,"
