As said, it's the opposite of "Konterspiel" (counter attack):
"Bestandteil der Mannschaftstaktik als wirkungsvoller schneller Gegenangriff bei noch nicht formierter gegnerischer Abwehr"
What they want to say here is that the wings aren't much involved in any typical attack scenario against an organized defense (except for passing the ball or being part of some kind of "maneuver"), but they're the ones doing the counterattacks, so the risk of injuries is minimal.
