Maybe I'm having a brain-freeze moment here, but: hoezo 'uiteindelijk'? What does that word add here?

Het klinkt alsof die exlusieve auto's vanaf de dealer naar de importeur/leverancier enige 'stations' passeren/kunnen passeren alvorens bij deze ''downstream" importeur/leverancier terecht te komen.

de facto importer

This comes to mind, but I don't know if the specific definitions/sues apply in your context. It would be the importer on record.
