Já dospěl k výrazu "aby se vyloučily".
V prvém případě:
"Na závěr toto sdělení zahrnuje širší politické ukazatele, jako jsou veřejné zakázky a podíl prostředků přidělených ze státního rozpočtu pro státní výzkum a vývoj, aby se vyloučily jiné politicky relevantní rozdíly v jednotlivých zemích, jež mohou ovlivnit míru účinnosti veřejných výdajů na výzkum a vývoj."
V druhém případě:
"Účinek X na Y zmizí, pokud vyloučíme Z."

I have the following definition from the Glossary of research economics:
"control for: As used in the following way: "The effect of X on Y disappears when we control for Z", the phrase means to regress Y on both X and Z, together, and to interpret the direct effect of X as the only effect. Here the effect of Z on X has been "controlled for". It is implied that X is not causing changes in Z."
Still, I cannot recall the appropriate Czech word.
