Mantelantrag

German to English Social Sciences Science (general)
The context is an application for a research grant. The research project consists of a number of subprojects that are tied together by a common focus on a specific research question. The common text of the proposal is referred to as "Mantelantrag" as opposed to the specific proposals for the various parts of the project. What would a common translation for "Mantelantrag" be?

I might be wrong, but as far as I understand it, the Mantelantrag plus the subprojects make up the "grant application" or "grant proposal" as a whole (which can be a joint or collaborative grant proposal). I would therefore think that the Mantelantrag specifically could be the equivalent to the proposal summary (or objective or outline or plan, however you want to call it), and the subprojects are part of the detailed statement of how to achieve those project aims.

Integrative project proposals are more appropriate for collaborative proposals that address key application areas by advancing multiple scientific and engineering domains...All integrative project proposals require a collaboration plan that outlines the integration and collaboration of all participating senior personnel at all involved sites to accomplish the scope of the research effectively.

More detailed explanation Perhaps I was not precise enough. Sorry about that.
Let's say there a five researchers who are applying for a grant for a joint research project. Each has a different background: a sociologist, an economist, a jurist and so on. They have a common research question that they are pursuing together, which is described in the "Mantelantrag". The contribution of each of these scholars is then broken down into five individual subprojects that all tie into the main project that integrates it all. So they are applying for a joint grant and to do so they are writing a joint "Mantelantrag," which is supplemented by 5 detailed descriptions of specific projects. The "Mantelantrag" is the integrative piece describing the overall project that they are proposing to a funding institution. I hope this makes it clear.

I don't think this is a 'blanket' grant. In Australia and elsewhere, Program Grants incorporate a number of separate projects:
