I find the double negative of “la falta de obtención no imputable” very clumsy to render into natural-sounding English (and the sentence structure in general is pretty tough too), but this might work...

failure -not attributable to the franchisee- to obtain the (corresponding) licenses
I use "franchisee" by way of example, without further context and I use dash punctuation rather that placing "not attributable to the franchisee" at the end of the sentence
