"Externalización" is obviously "not doing it oneself", but employing others for the task instead. It has nothing to do, in my opinion, with "foreign" or "migrant". I am not sure if "outsourcing", an excellent equivalente term, is actually widely used in this context of family households.

Perhaps for USA something with "home-maker/making" might work but "home-maker" is not common in UK English. The kind of work referred to in the article (in Spain) often includes working as "carers" looking after elderly or infirm people.
