Do-all means capable of doing everything and end-all means solving all existing and future problems. It is the best choice, a choice with no comparison. A "no worries", "she'll be right", "no-fault guarantee", "it's a beauty" choice, as we say them in Australia. In other words, if you choose it, you can't be far wrong. .
May I suggest that you also consider how English was used in the source text: two parallel concepts separated by a comma. You may decide to choose something in the target language which is also said with two parallel concepts separated by a comma. It does not have to be 包办. It can be anything you like : 无路不通，无门不开 or even 无信不传，万息皆达，if you want to consider the fact that cables are used to transmit data or information。
