Not exactly a law in its own right, but could this be "Drug Pricing Rules"

drug pricing system
I am not sure about this, but this might actually not be a law, but rather a system run by the NHI in Japan that normally is called 薬価制度. Would that maybe fit your context?

National Health Insurance Drug Price Standard
I’ve also never heard of 薬価法, but the standard of drug prices are decided and notified by the Minister of HL and W under the Health Insurance Law. My understanding is that the scheme goes by the name of 薬価法.
薬価基準=National Health Insurance Drug Price Standard, to be notified by the Minister of Health, Labour and Welfare, under the Health Insurance Law (enforced in 1922)
健康保険法に基づく「使用薬剤の薬価(薬価基準)」(厚生省告示)により定められる。
