I'm not even suggesting a translation since I do not translate into English and am definitely not familiar with the correct terms, but basically the meaning of the phrase as I understand it is as follows:
Si le fabricant ne veut pas mentionner tous les ingrédients utilisés dans le produit en question sur l'étiquette de celui-ci, il doit demander une dérogation. Pour demander une dérogation (à la régle qui définit l'étiquetage de ces produits), il doit constituer un dossier, dont le contenu est fixé par l'arrêté mentionné.
Does this make sense to you ? You should probably be able to translate this easily once you decode the phrase.
