I think you have to say something like "gentler, not over-drying" "mild drying effect", etc. - not fat-burning, though.

oil-control, shine-control, anti-shine
since we're speaking of skin, I'd say oil or sebo rather than fat (the 'shine' suggestions are more on the beauty than on the medical side of it)
