The difference lies in the agricultural,geological, and civil engineering definitions of the terms "rock" and "soil." In the Russian translation of "Soil Mechanics, Foundations, and Earth Structures" by G. P. Tschebotarioff, professor of civil engineering, Princeton Univ., both почвa грунт are used for soil, never for rock. In general, почвa is used in the agricultural sense and грунт in the broader civil engineering sense, which includes all loose or moderately cohesive deposits such as gravels, sands, silts, or clays and their mixtures.

Jack прав, но как-то надо перевести "почвогрунтовые и грунтовые смеси".
Как вариант:
грунтовые - subsoil [loamy mixture of clay, sand, silt] (этот термин часто используется в нефтяной промышленности)
почвогрунтовые - soil-subsoil

В зависимости от контекста возможно приемлемо погрешить точностью перевода и упростить: soil and subsoil mixes

neutral Jack slep : Thanks, but I'd use in that case topsoil and subsoil, since the latter is weathered soil below topsoil (both are "soil"). In engineering, soil is all loose materials including topsoil down to bedrock. In agriculture, only horizons A, B, C are soil.
