I agree but that is the expression used in the Public Curator Act (Québec).

neutral French2English : 'a person of full age'? Not any form of English I have heard in the UK for at least the last 40 years, but then... And what is wrong with the term 'adult'?

A tutor protection system for an adult/person who has come of age

Quite honnestly, I am against these systems because of the abuse which takes place.

M.... who has come of age, is to be placed under a system of legal guardianship OR is to be placed in the hands of a legal representative. These terms are all correct too. The system in France is entirely corrupt but anyway....
