I don't know where the original is from, but in Mexico at least, it is very common to use "desarrollar", "desarrollo" with the meaning of "perform" rather than "develop". That's something you have to get from the overall context, looking at what kind of an element is involved and the status of the program, etc.

I'm not saying it is or it isn't, but just to take it into consideration and then decide.
