"licitación" is a call for bids, or bidding contest, NOT a bid in itself (which is how I read the first answer); an individual bid would be a "propuesta", for example.

A "licitación desierta" is a bidding process or call for bids that has been abandoned, at the initiative of the sponsoring or issuing organization. (As noted above, it does NOT refer to the withdrawal of a bid or offer by one of the companies or entities responding to the call for bids.) "Abandonment" is the proper English word here, and you can use it with any of the following English phrases, which all mean the same thing: "bidding competition," "call for bids," or "invitation to tender."
