more context? slam back on seems very unusual English. prisoner's dockets (perhaps something to do with the charges), seem to be to do with US law? Is this a US context? Thanks. context would definitely be helpful...

agree wherestip : Agree with Wenjer's interpretation. Definitely need more context. Another possibility is a misuse of "prisoner's dock"

If it's a misuse of prisoner's dock, it would be easier to understand and the interpretation would be quite different.
