Orientation to place. Where are we now? What is the county (or city/town)? May I translate "county" as "regions" (i.e. Vidzeme, Latgale, Kurzeme) in this context? Would it be correct? Or maybe "apgabals" is a better version?

Indeed, linguistically "County" is equal to "grāfiste" e.g. in US.
Still in terms of a size, county is closer to 'apgabals' than 'region' and in case of Latvia, it is rajons (see wiki ref.)
