Does this mean:

there were originally 3200 and finally 3600 children?

there were originally 3600 and finally 3200?

I find the ST very confusing. Usually ideal sample sizes end up being less than originally intended, for whatever reason (e.g. non-respondents)

What's more, the numbers don't add up which is indicative of poor scientific precision. 3200 + 10% = 3520.

Explanation:
Inicialmente se había estimado contar con 3200 niños, pero como también se pensó que muchos de ellos faltarían o incumplirían, se aumentó la muestra en aproximadamente un 10 por ciento, y por eso al fin la muestra que se seleccionó fue de 3600.

Es decir, pensaron en tomar sólo 3200 pero al final decidieron dejar la muestra en 3600, por si acaso fallaban algunos de los niños. No es matemáticamente exacto el 10%, pero es aproximado.
