There seems to be no accurate translation for stakeholder in this context. Stakeholders are not necessarilly all those interested in having the project going on but rather those who are touched directly or indirectly by the project (local communities, local authorities, conservationists, etc.).

Another idea. In Mexico, at least, to differentiate stakeholders from people who are merely interested, they are often referred to as "actores" or "partes actoras"
