It is excatly what aceavila-Noni mentions, inconvenients/events/problems related to services of different types, banking, telephones, ADSL signal, electrical power provision, etc.- It is a very typical "Spain's Spanish" term, and is not widely uitlized in other Spanish speaking countries.-

"Incidences" is the legal equivalent given by the Alcaraz Varó Hughes Legal Dictionary.-
