"fuera" is used here with the meaning of the pluperfect.
i.e. "he had been the Partner etc.....", but was no longer.
NB. It changes the meaning of the sentence entirely.

"En un petit hotel remozado del centro de la ciudad, el que fuera el primer burdel de la zona" (aquí el "fuera" nos traslada a un pasado desconectado del presente: en la actualidad el inmueble tiene un uso que no guarda la más mínima relación con la prostitución, y su destino anterior es sólo una anécdota curiosa)
"En 1888 se casa el Don Rodrigo de Albornoz, siendo su padrino el Sr. Politi Castro, quien fuera 20 años antes Presidente de la República" (aquí la historia se centra en el casamiento del tal Rodrigo, y no en el importante cargo que ocupara -subjuntivo à propos- el mentado)
Todos estos usos son válidos, específicos y muestran el poder del subjuntivo castellano. En América se cultivan en los sectores educados y es de España de donde vienen las mayores sorpresas por su uso.
