: Why would they need a vote on whether to 'note' something? Elected assemblies do not 'note' reports: they either accept or reject them.

I am not quite clear about the sentence. If my understanding is correct, it should read "zur kenntnis bringen / setzen". Usually reports are submitted by the committees to the assembly for their decision, to adopt / pass resolution if they are accepted.
When you say "zur Kenntnis genommen" it can be interpreted to mean that somebody has passed a resolution and the assembly is simply acknowledging it. It is not correct.
Alternative:
The reports are submitted to the assembly for their consideration and decision.
