By voting on a report, an elected body ipso facto 'notes' or 'takes note' of it. The only possible reason for taking a vote would be to accept or reject the findings of that report.
Original phrasing can be shortened: "A vote is taken on whether to accept these reports."

neutral Lancashireman : Why would they need a vote on whether to 'note' something? Elected assemblies do not 'note' reports: they either accept or reject them.

adopts resolution / pass resolution

I am not quite clear about the sentence. If my understanding is correct, it should read "zur kenntnis bringen / setzen". Usually reports are submitted by the committees to the assembly for their decision, to adopt / pass resolution if they are accepted.

When you say "zur Kenntnis genommen" it can be interpreted to mean that somebody has passed a resolution and the assembly is simply acknowledging it. It is not correct.

Alternative:
The reports are submitted to the assembly for their consideration and decision.
