For US usage of translation : Would you translate “ Categorical Programs “ as obiazatelnyje прграммы OR would you leave in Russian translation those programs as is : «Категорические программы»
Client stated regarding this: “categorical” is just another word for different subject area of the programs such as: liberal arts, math, social studies, etc. The I asked some natives and they told me : Never heard about… I guess this is something new , but to me it is not a subject of studies like math or social studies..
What do you think guys?
Does anyone met those? Could you pls provide links to officially translated to Russian docs. Thank you.

Спасибо за мнения, Борис! :) Согласен с Вашими соображениями - переводить в зависимости от того, на чём делается упор. Тут либо - упор на категории учащихся, или на целевую направленность программ. Отсмотрите, кстати, ответы dennis_bg на вопрос :)

Эти программы расчитаны не только на учащихся из неблагополучных семей, мигрантов, бездомных, но и на "нормальных" учеников из малонаселенных районов, а также на гранты для одаренных детей, на обучение детей-инвалидов, на профобразование. Посему мне кажется более корректным делать упор не на категории учащихся, а на целевую направленность программ.

Categorical programs are funds allocated to school districts that can only be used for a specific purpose. These programs include things like books for school libraries, English language teaching, reading instruction, computers, etc. Depending on the program, funds may pay for things like teachers, aides, supplies, equipment, transportation, facilities, etc. So a school district will have an office that keeps track of these programs and makes sure that program guidelines are being followed. There are many individual programs and some (many? most?) districts don't keep track. The funds for categorical programs come from the state and federal government.

Thank you all. To Sergey Luzan – you are thinking correctly but in legal translation it is important to state within limits and often to be more literal then liberal, although from the perspective of language you are quite correct. Thank you All!

Katia you are right. Conclusion was achieved when peers were discussing your question previously. I found what made me confused, when I said that conclusion was not reached. I did look through Ur discussion very briefly and because you added and choose «грантовые программы для особых категорий учащихся», I thought – it is not working for me, because word грантовые took my thoughts away. If One is translating those laws- all programs they are talking about are from programs financed by grant category, and I needed to distinct between categorical programs and block grants programs. I did very extensive research and I deeply appreciate all your efforts and input.
