How can you explain or paraphrase the following sentence?

"The sugar high Marlee had been riding had long since turned into irritability."

Marlee had originally been kind of hyper because of sugar consumption, but this hyperness...

...had long since become irritability.

Not the most eloquent paraphrase, but this is certainly what it means.

the euphoric state Marlee had been experiencing had turned to irritability

The explanation would be that she had been euphoric - that is in a happy and excited state - because of sugar intake of some sort but when that wore off she became irritable.

high blood sugar followed by low blood sugar

The level of sugar in Marlee's blood fell.
Often high blood sugar levels (which causes a "sugar high", or an excessively energetic reaction) are followed by low levels of sugar (it's a known physiological reaction) and this leads to lack of energy and irritability. This is often the case when lots of refined sugar is consumed.
