Infrastructure require separate infrastructure from investment

Can you rephrase the following sentence to make it more clear? How do you understand this question?

Does your voice infrastructure require separate directory infrastructure from your IT investment?

I do not understand how voice infrastructure, be it phone, switch or PBX, can be in any sense separte from IT infrastructure, or consequently IT investement, since it is always considered to be a part of it. Do I miss something here?

can the existing IT investment in directory infrastructure be employed for the voice infrastructure

As I read this, the IT investment pays for certain directory infrastructure. The question is does the voice infrastructure require its own directory infrastructure or can it use the same directory infrastracture that the IT investment already pays for? It seems that the IT investment would pay for some sort of IP-based directory system and if the voice infrastructure were also IP-based there might be some efficiencies that could be leveraged from the existing infrastructure.

I don't rate my answer a 5 only because the full context has not been offered, but I'm fairly certain that this is the meaning.

If your voice infrastructure is traditional analog technology, the investment in IT infrastructure (digital by definition) may not be reusable/applicable.
