maturing of the pension system

The long-term budgetary impact of ageing in Ireland is well above the EU average, mainly as a result of a relatively younger population and consequently a higher increase in pension expenditure as a share of GDP over the coming decades, influenced in part by the *maturing of the pension system*.

This is from the Council Opinion on the updated Stability Programme of Ireland.

Although a translation exists in my language, I am not sure that the existing version is correct. I am looking for a definition or explanation what exactly is "maturing of the pension system".

The pension system has come of age.

There would be a pension system that would have been introduced into Ireland say 15 years ago, now those people that entered into that pension system are of an age where they have access to the money available from their "maturing fund" and are spending their Matured fund pension money, causing an increase in pension expenditure over and above of normal pension expenditure, and in the coming decades this will have an impact on GDP figures when more and more of these people retire and get money from the fund.
