Actually this is a service wire or cable (like the one coming into your house) this is 100V -3P and U,V, and W would be 3-phase 200V for motor power (here in Japan).

3 phase motor turns in opposite direction when phase rotation of supplied power is opposite. If this is in the context of reverse rotation, it may be referring to the correct termination or a motor will turn in opposite direction.

Terminating R, S, T or U, V, W in order give correct phase rotation but terminating T, S, R or W, V, U gives opposite phase rotation. It is possible to terminate for reverse rotation intentionally.

Explanation:
in some cases 引き込み mean to be "in active" (電流がきている配線を引き込むこと) so that the motor will run as soon as connecting a wire (and the motor will rotate unti-clockwise when connecting a wire in reverse-connection .. I guess this is what you are looking at)
