I agree entirely, OneOhFourFive [may I call you One-Oh ? ;) ], but this is a problem with Proz - the asker takes the decision, which may or may not be strictly correct. But thanks for supporting my answer (I'm still looking for a better phrase !)

Michael ... since I can't respond to your comment below, I have to use this space ... As you know "la mise en chantier" starts with the "première pelletée de terre". Maybe she knows her "tect" but we know that's not correct.

I'm not a party pooper, but I agree with Michael. I prefer "new construction start-ups". There's a better expression for "mise en chantier" ... but I can't think of it right now!

a "project" can begin anytime - or not at all - whereas a "mise en chantier" is a start-up ...

agree B D Finch : Absolutely. As opposed to "projects", these can be quantified and compared year on year. In fact we always used to simply refer (for short) to "start-ups" and it doesn't mean the same thing as "site set-ups".

This has always been my understanding.

mise en chantier = setting up a construction site so work can begin
