I got this definition of канальность from US govt glossary. It seems that the except you provided supports this definition though I can't find any phrases in Google in a SAM/air defense context.

Эта цитата из явно российского источника говорит, похоже, о российском же происхождении термина. Я бы его переиначил на "многоцелевая канальность" - так оно понятнее (судя по описанию в тексте вопроса). А в англ. тексте все равно должно быть объяснение этого термина как явно нового.
