placé entre virgules, ce morceau de phrase vient préciser que les droits s'appliquent aux parties entre elles. Par contre, je ne vois pas ce que vient faire ce "and" juste après qui casse la syntaxe; il devrait y avoir la deuxième virgule à cet endroit, avant "shall be governed".
