legges inn på Tjenesten

Norwegian to English Bus/Financial Law: Contract(s) database services contract
What is the difference between "legges inn på Tjenesten" in the first sentence and "legges inn i Tjenesten" in the second sentence (I've posted the second phrase as a separate question)?

Tilbyder har ansvaret for at den informasjon som legges inn på Tjenesten er korrekt. Leverandøren har under ingen omstendigheter ansvaret for den informasjon som legges inn i Tjenesten av tilbyderne.

Thanks! Turns out I misread it and thought "Tilbyder" was the subject of the second sentence as well. Which made the whole thing not make sense. And if something doesn't make sense, I always try to blame those pesky prepositions first ;-) Thanks for slapping some sense into me.
