I'm translating a 19,000-word document about changing medical education so that graduates are better prepared to work in primary health care. I will quote the entire paragraph so that you can see plenty of context - as I have absolutely no clue what this phrase could mean. Note that it was already in quotes in the original, so it could be a metaphor .. of what??

Las llamadas ciencias básicas son exploradas a partir de casos de la realidad. Al estar el estudiante en este ambiente se promueve el desarrollo del trabajo en equipo y la pertinencia del currículo según el lugar. Esto no significa que los docentes de la Universidad estén ajenos, por el contrario, ellos son encargados de preparar todos los materiales de apoyo que los estudiantes utilizan. Entre estos predominan los materiales multimedia como, conferencias orientadoras en video, desarrollo de la simulación, etc. Simultáneamente, se promueve la investigación científica como línea curricular. Otros aspectos a destacar son la búsqueda de **“titulaciones intermedias”** que den estímulo al estudiante. Este proceso como forma de validarlo, ha tenido una evaluación de calidad mostrando que ha sido efectiva sin pérdida de calidad educacional.
