If this expression is supposed to be parallel to Run of Schedule (ROS), then ROP is inadequately explained.
In the case of ROS, the choice is clearly given to the vehicle, not to the advertiser. If the same arrangement is supposed to prevail in ROP, then ROP would mean something like:

I had posted a different suggestion before, based on my reading of the explanation. After reading the explanation of ROS, I think I may have been worng.
