Since we're talking about a committee for a greek city, I doubt the original name would be in English, in which case I don't see a problem with translating it.

yes, this seems like being the proper name of the body. But this body is a committee the functional area of which is the bids effected or to be effected during the preparation and the organisation of the games..

Proper name? Surely this is the proper name of this body (as indicated by the capital letters)? In which case, it wouldn't normally be translated at all...
