Stalin asks a Chinese official during the Korean war:
Какое количестово укрепленных линий? and is told "three".
А у вас сколько линий укрепления? and is then told "two, but a third is under construction"
Frankly, at first I was thinking of укрепление as "reinforcements" but a later reference to сооружение and техника make it clear this is about fortifications.
What I want to know is if there is any distinction between these two terms. If not, why did Stalin repeat the question (essentially getting the same, but hedged, answer)?

I am inclined to think that what is meant by "линия укрепления" is the defense line (line of defense).

"reinforcement"-could be anything, i.e. power line reinforcement ,a brick wall building as well as additional help in number of soldiers."Fortification" is rather about the improvement of their found position by means they have.
