"21"はトランプのブラックジャック(21点ぴったりの上がり)を指す、というのが僕の意見です。つまり上がりの手が来ていながらもチェンジする、ということで、いちかばちかの分の悪い賭をする、というような意味になるのではないかと。
参考リンクの競馬記事では、「調子の悪い馬が底力を出して一位になった」という場面で三位になった馬のトレーナーが「彼らは21・アンド・チェンジをしたね、まだ別の大レースがあるのに」というようなことを言っています。一位の馬は本気を出しすぎて消耗した、次はこちらが勝つ、と負け惜しみを言っているわけです。

They also mentioned that they still have room within the share buyback authorization to continue to buy back more shares and they have $2 billion in cash on hand. I would speculate that they would conduct another large buyback on any further weakness in the stock price. Last buyback of 900,000 shares was at 21 and change and is perhaps one of the best share buybacks any company has ever carried out.

ありがとうございます。Cinefil様の参照文献がまさに株価のことを語っております。There are about three million remaining under the prior authorization. Sysco's stock was recently quoted at 21 and change on the Big Board. The shares set a 52-week high of 35 on Sept. 15 and are now trading at a 52-week low.と続いてきますが、この前の文はCFを自社株買いと配当支払いにまわしているという話があります。さて52週高値をつけて今52週安値を付けている株をどうしろと？と思いましたが、「52週高値を付けた株が今52週安値を付けているのだから一か八か買ってみてもいい値段がついている（Quateされている）」という意味にも取れるかと考えてみました。
いずれにせよ２１という数字にこれだけいろいろな意味と用法があるとは知りませんでした。勉強になります。
