from the context of this translation "tramoggia di scarico" would seem to refer to the sink/washbasin itself. Has anyone ever heard of this and what would it translate as? I have my doubts as to "hopper".

It's what catches debris and keeps it from clogging the drain pipe further down. sounds like this is it, if it isn't the trap filter further down
