I'm probably too late, but even so, this is my version here, although a great deal more of the original text would most definitely be of help. I get the impression that this is an area that's become obsolete and they're talking about bringing it back to life.

: I think revitalise is a more natural word to use in English. You could even say "breathing new life into a public space"
