agree Angela Greenfield : Совершенно верно. В английском тоже так говорят. Но, конечно, при очень большом желании можно "mode" на "procedure" заменить.

to free the enterprise from turnaround/rehabilitation

This all depends on earlier translation decisions, but "turnaround" is an established bankruptcy term, as is "rehabilitation", or you could say "from its turnaround program(me)".
"free" could be rescue/extract/release/bring out of etc.
